Job Description - Program/Proposal Manager

Position Title:            Program/Proposal Manager


Hours of Work:          Flexible (35 hours per week) Monday-Friday


Location:                    Crisis Home


Reports to:                 Executive Director


Appointment:            Full Time Permanent


 


Position Summary  


The Program/Proposal Manager is responsible for the overall operational management of the residential crisis home. This role ensures efficient day-to-day functioning, regulatory compliance, staff supervision, risk management, and fiscal accountability.


 


The Program/Proposal Manager maintains a safe, structured, and well-organized environment that supports service delivery through the seven grandfather teachings, medicine wheel and cultural teachings, while ensuring adherence to organizational standards, policies, and applicable legislation for all programs to set a standard of service for a cultural environment and must be proficient in writing proposals.


 


Primary Responsibilities



  1. Operational Management


Oversee daily operations of the crisis residence, ensuring smooth and consistent service delivery.


Oversee the appropriate staffing levels to ensure 24/7 coverage.


Develop and implement operational procedures and workflow processes.


Monitor occupancy, admissions, discharges, and service capacity.


Ensure accurate and timely documentation and reporting.




  1. Staffing & Workforce Management


Oversee staff schedules in shift link scheduling application.


Participate in rotating on-call coverage (every 6-7 weeks).


Approve timesheets and manage payroll submissions.


Conduct performance evaluations and manage corrective action processes.


Promote accountability, consistency, and professionalism among staff.


 



  1. Compliance & Quality Assurance


Ensure compliance with applicable provincial legislation, licensing requirements, and organizational policies.


Maintain up-to-date operational manuals and protocols.


Oversee incident reporting processes and ensure timely follow-up.


Conduct internal audits and quality assurance reviews.


Prepare required reports for funders, leadership, or regulatory bodies.


 



  1. Risk Management & Safety


Ensure workplace health and safety standards are maintained.


Coordinate emergency preparedness planning and drills.


Manage critical incident response procedures.


Address resident safety concerns and environmental risks promptly.


Maintain confidentiality and privacy standards in accordance with legislation.


 



  1. Financial & Resource Oversight


Monitor program budget and control operational expenses.


Approve purchases and manage supply inventory.


Coordinate maintenance and facility repairs.


Oversee the physical environment remains safe, clean, and operational.


Assist with financial reporting and budget forecasting.


 



  1. External Coordination


Serve as the operational liaison with community partners, service providers, and emergency services.


Coordinate admissions and discharges with referral sources.


Participate in organizational planning and strategic initiatives.




  1. Databases


      Ability to navigate through various databases


      Check the notes and verify for clinical purposes


      Extract data for reporting        


 



  1. Proposal Writing & Submission


The Program/Proposal Manager will write, edit and finalize proposals and funding applications for the agency to build its capacity and programs.


Translate program data into clear outcomes and measurable impact statements


Develop budgets in collaboration with finance and Program/Proposal Managers


Ensure compliance with funder guidelines and submission requirements


Participate in development and implementation of the Agencies Strategic Plan.


Keep track of all proposals and all proposals information in an internal folder.       



Qualifications


Education


Diploma or degree in Business Administration, Social Services, Health Administration, or related field.


 


Experience


Minimum 3–5 years of experience in residential services, shelter operations, crisis services, or supportive housing an asset.


Minimum 5 years of grant writing or funding development experience


Minimum 3 years in a supervisory or management role


Experience with scheduling, budgeting, and compliance


Knowledge of Indigenous funding frameworks and community-based service models (asset)

Additional Information


The Program/Proposal Manager usually work in an office environment, but the mission of the organization may sometimes take them to non-standard workplaces.


The Program/Proposal Manager works a normal week; Monday to Friday, but additionally will often work evening, weekends, and overtime hours to accommodate activities such as representing the organization at meetings, conferences, workshops and public events.


 


The Program/Proposal Manager is based at the Ontario Street Crisis Home, however all employees may be required to work across other sites from time to time.


 


Ontario Health and Safety (OH&S) All employees are required to carry out their duties in a manner that does not adversely affect their own health and safety and that of others by reporting all potential hazards; and all incidents and injuries; as well as co-operating with any measures introduced in the workplace to improve OH&S.


 


Employment is subject to:


Must have a valid Class “G” Driver’s license, use of an automobile with appropriate insurance coverage


Must undergo a successful Criminal Reference Check-Vulnerable Sector


Must sign an Oath of Confidentiality
