Job Summary
The University of British Columbia Centre for Disease Control, the academic arm of the British Columbia Centre for Disease Control (BCCDC), is seeking an enthusiastic and highly qualified applicant for the full-time position of Project Manager working in harm reduction and overdose response evaluation initiatives. The BCCDC harm reduction and substance use services (HRSUS) is housed within Population and Public Health. Under the supervision of the Physician Lead of BCCDC HRSUS, the successful applicant will support managing evaluation initiatives and activities. This position is grant funded, with a possibility of extension.

Organizational Status
Scientifically, the Project Manager will report directly to the Physician Lead of HRSUS, and operationally, to the Manager of the BCCDC HRSUS. The project manager contributes to a culture of continuous learning and collaboration, providing mentorship and guidance to project staff, graduate students, and peers

Work Performed

• Leads the planning, execution, and evaluation of complex harm reduction and overdose response initiatives under the direction of the PI, ensuring projects align with strategic public health goal.
• Works collaboratively with cross-functional teams, including clinical staff, policy analysts, peer coordinators, and academic collaborators, to develop and implement evaluation frameworks, work plans, and knowledge translation strategies.
• Manages project budgets, contracts, invoicing processes, and reporting, ensuring effective stewardship of public health resources and compliance with organizational and funding body requirements.
• Oversees the collection, management, and analysis of quantitative and qualitative data; provides input and recommendations to project/program team for development, implementation, analysis, dissemination of findings, and policy/practice implications.
• Prepares and delivers high-quality project updates, briefing notes, reports, and presentations internally and to external agencies, organizations, funders, and other partners. 
• Advances the dissemination of information and knowledge related to projects and key programs and initiatives under the identified mandate areas through a variety of pathways.
• Supports proposal writing and business case development for new evaluation initiatives, working closely with leadership to identify funding opportunities and expand the reach and impact of harm reduction programs.
• May perform additional duties related to the project as needed.

Consequence of Error/Judgement
Errors made could influence the ability of researchers and staff to meet critical deadlines, as well as compromise the results of projects, and therefore impact the credibility of the research team. Errors in performance of the above-related duties could have a significant impact on the effectiveness, image, reputation and financial status of the Principal Investigator, the department, and the university.

Supervision Received
Under the general direction of the Principal Investigator, the incumbent will be expected to work independently in accordance with established objectives; and exercise initiative and judgement in performing all work-related functions.

Supervision Given
May supervise staff or students assisting in large or complex projects.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of three years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

• Bachelor’s degree in Health or Social Sciences preferred.
• Significant experience in a research assistant, project coordinator, or policy analyst role in a public health, social services, government or community organization preferred.
• Knowledge of research, quality improvement and knowledge translation practices relevant to the service/program area; public health systems and policy; population health, prevention, and health promotion; and knowledge exchange.
• Understanding of and practical skills in project coordination/management, research and evaluation; relevant computer software applications; Internet search engines, websites, and navigation; funding structures and application processes; training and education; policy review and analysis; and facilitation, community development, and partnerships.
• Related experience in working with budgets, contracting, and other financial processes.
• Qualities including: creativity and innovation; sound judgment; tact and diplomacy; ability to work effectively and collaboratively in a demanding and dynamic environment; sound negotiation, conflict management and consensus-building skills; excellent oral and written communications skills.
