Graham is actively recruiting for a Proposal Specialist supporting the Infrastructure Division. Reporting to the Proposal Manager, the Proposal Specialist plays a key role in supporting end-to-end proposal management process, planning, coordinating, coordinating and delivering high quality customer focused submissions while serving as the primary contact for internal stakeholders and contributing to team strategies and business objectives.  

This position will operate on a hybrid schedule. 

Your Role in Building What Matters – From Office to Site 

• Lead proposal process to deliver high-quality, compliant submissions aligned with Graham’s standards


• Analyze RFP/RFQ documents, create compliance matrix, and manage proposal schedules and milestones


• Coordinate internal meetings, communicate responsibilities, timelines, and win strategies


• Develop and edit proposal content, ensuring clarity, consistency, and maintaining content library


• Support business development and client communications, including research, collateral, and bid clarifications

The Right Tools for the Job 

• Education: Diploma or Bachelor’s degree; APMP Certification (or working toward) is an asset


• Skills: Proficiency in Adobe Suite, MS Office, SharePoint; advanced InDesign knowledge; experience with proposal development, editing, and compliance


• Experience: 5–7 years in proposal management, preferably with complex submissions and deadline-driven environments
