Job Description - Provincial Auto Theft & Towing Team (PATT) Investigator - Internal

Position: Provincial Auto Theft & Towing Team (PATT) Investigator

We invite online applications from our sworn officers who hold the rank of First Class Constable as a Provincial Auto Theft & Towing Team (PATT) investigator. 


 


It is anticipated that the secondee will report to the West Region PATT (London/Windsor) with the reporting duty location being located in London. The secondee may be required to travel throughout Windsor to Brantford corridor and periodically to other parts of the province for extended periods of time. The secondee will be issued an unmarked OPP vehicle, laptop, cell phone, and other equipment, and may be required to keep these at their personal residence and report for duty from there as required. The secondee will also be required to participate in and successfully complete various training opportunities, including but not limited to mobile surveillance, auto theft and other investigative courses.


 


PURPOSE OF POSITION




Under direction of the NCO i/c Criminal Intelligence and Enforcement Section (CIES), the secondee will report to the supervisor i/c of PATT West who will have supervisory control. The secondee will report to the NCO i/c CIES as required.



The involvement of organized criminal networks in auto thefts and the tow industry has continued to be more prevalent throughout Ontario and Quebec. Addressing this issue from a national, provincial, and interprovincial level is necessary to achieve a shared public safety vision to disrupt auto theft related crime and violence in the province. It is anticipated that investigations will cross boarders between Ontario and Quebec, across Canada and internationally.



PATT is a joint forces operation unit falling under the Organized Crime Enforcement Bureau (OCEB) of the OPP and will include seconded positions from numerous municipal services. PATT will support municipal police services and investigate auto theft and crimes linked to the towing industry from a serious and organized crime lens. PATT will focus on intelligence-led enforcement and investigations into organized crime networks that support the theft, storage, transportation, and processing of vehicles to enable the stolen vehicles to be resold and exported.



PATT has a mandate to:




  • Identify, disrupt, and dismantle organized crime networks operating high-level criminal and fraudulent activities related to vehicle crime, including carjackings, auto theft and misconduct in the towing industry.

  • Utilize intelligence provided by the Joint Analytical Working Group to support criminal investigations led by the OPP, as well as municipal and First Nations policing partners.

  • Work collaboratively with Joint Forces Operation Partners to maximize collective law enforcement efforts against criminal organizations operating in Ontario, including support with seizures and asset forfeiture.

  • Service in an expert resource capacity and provide training to front-line police and public and private stakeholders to assist law enforcement investigations regarding vehicle crime.

SUMMARY OF DUTIES AND RESPONSIBILITIES



  • Conduct investigations relating to serious and organized crime specifically involving stolen vehicles and the towing industry.

  • Investigations will require interviews of suspects, witnesses and accused persons, collection, preservation, and analysis of evidence, and drafting judicial authorizations.

  • Liaise with other police and enforcement agencies regarding serious and organized crime.

  • Develop operational and project plans including planning investigative steps, allocating resources, and implementing diary date controls.

  • Conduct surveillance and support under cover operations.

  • Collect and gather information relating to serious and organized crime by developing contacts with police agencies and non-police agencies. Develop human and other confidential sources and submit source debrief and intelligence reports.

  • Provide testimony during court proceedings and attend lectures, conferences, and seminars.

  • Act as a resource for the Brantford Police Service as an expert in auto theft and towing related crimes and provide training and support to our members.

  • Be familiar with the requirements listed in the MOU and ensure compliance.

  • Complete investigative and administrative reports on time as required.



  • Carry out duties in accordance with the applicable provisions of the Community Safety and Policing Act, S.O2019, and other lawful assignments.

  • Be accountable to supervision.

  • Perform such other duties as are lawfully assigned.

Knowledge


 



  • A criminal investigation background, with experience in drafting judicial authorizations and familiarization of major case management.

  • Familiar with the nature of organized crime investigations and the role of an investigator in joint forces operations.

  • Thorough understanding and good working knowledge of the pertinent legislation, organizational structure, Routine Orders, Policy and Procedures, and Adequacy Standards as it pertains to duties performed.




Skills





  • Excellent oral and written communication skills.

  • Analytical and problem-solving skills.

  • Case management skills.

  • Demonstrated time-management and organizational skills.

  • Computer literate in CAD, RMS, Niche, Presentations and Microsoft Word, Excel and PowerPoint.

  • Ability to travel throughout the Province of Ontario and potentially other provinces for extended periods of time.

  • Ability to exercise good judgment and make good decisions.

  • Ability to work with minimal supervision.

  • Ability to apply innovative strategies and be creative in problem-solving.

  • Flexible and tolerant of changing job duties.

  • Ability to observe, retain, and prepare clear, concise, and accurate reports and operate general office equipment.

  • Ability to communicate effectively with people at all levels of comprehension and to handle the public with courtesy and authority.

  • Must be capable of handling multi-tasks and producing work under strict and definitive deadlines.

  • All other qualifications the position justifies.
