Job Description - Quality Program Engineer, Highway Maintenance

LaPrairie Works Inc., a member of LaPrairie Group of Companies, is an ISO-9001-2015 certified company providing highway and bridge maintenance, civil infrastructure construction, slope stabilization, erosion and drainage control, and environmental remediation services across Western Canada. We are proud to be formally recognized with industry and ministerial awards for innovation and environmental stewardship, while managing long-term contracts within both provincial and federal jurisdictions.

We are looking to retain our highway maintenance operations footprint in the Peace Region of Alberta in CMAs 501, 502 and 503 and are preparing responses to several RFP tenders announced by the Government of Alberta for this region.

As such, LaPrairie Works is calling for applications to fill the role of Quality Program Engineer, Highway Maintenance with several potential bases within the Peace and Northwest Alberta regions. This role is well‑suited to a Civil Engineer with hands‑on experience in highway maintenance, heavy civil construction, or public infrastructure, who can bridge field operations, contract requirements, and ISO‑based quality management systems.

LaPrairie Works Inc. expects to fill this position should we be selected as the successful proponent.

The Quality Program Engineer is responsible for the implementation, and continual improvement of LaPrairie Works Inc.’s ISO 9001:2015 Quality Management System as it applies to highway maintenance operations. This role ensures that quality program standards, procedures, and controls align with applicable legislation, contractual specifications, and industry best practices.

The Quality Program Engineer conducts inspections, audits, and performance monitoring to verify compliance, identify risks, and drive continuous improvement across operations. The role works closely with Operations, Health & Safety, and Environmental teams, and provides functional oversight and technical guidance to HSE–QAQC Monitor positions.

Regular travel is required to LaPrairie Works Inc. facilities and work sites within the assigned Contract Management Areas (CMAs).

Key Responsibilities

  • Provide engineering-level expertise and guidance in all areas of Quality Assurance and Quality Control (QA/QC).

  • Develop, implement, and continuously improve QA/QC processes and systems across highway maintenance operations.

  • Monitor quality performance against contractual requirements and internal KPIs; analyze results and publish performance statistics.

  • Conduct gap analyses against ISO 9001:2015 requirements and lead updates to the Quality Management Plan to ensure compliance.

  • Plan and execute internal QA/QC audits to identify compliance gaps, risks, and opportunities for improvement.

  • Review operational processes, procedures, and field activities to ensure alignment with contract specifications, regulations, and approved standards.

  • Maintain and administer supplier quality programs, including qualification, monitoring, and audit processes.

  • Perform risk assessments, verification and validation activities, and formal design or process reviews, as applicable.

  • Integrate quality tools and methodologies to support a culture of continuous improvement.

  • Serve as the primary liaison with external auditors and regulatory bodies for quality-related matters.

  • Ensure routine site inspections and process audits are conducted and that findings are communicated effectively to operations personnel.

  • Prepare clear, concise QA/QC reports identifying performance trends, non-conformances, and corrective actions.

  • Manage QA/QC documentation and records to ensure accuracy, traceability, and adherence to required timelines.

  • Provide leadership, mentoring, and technical direction to employees reporting to this position.

  • Identify QA/QC training needs and deliver in-house training to management and field staff.

  • Collaborate closely with Health & Safety and Environmental teams to support integrated management systems.

  • Perform other related duties as assigned.

Qualifications & Experience

  • Civil Engineer (P.Eng.) registered in Alberta, or eligible for registration with APEGA, with relevant experience in heavy civil or highway maintenance environments.

  • Minimum of five (5) years of experience in a Quality Assurance / Quality Control or quality program role within highway maintenance, heavy civil construction, or public infrastructure sectors.

  • Demonstrated experience supporting government or performance-based contracts, preferably within provincial or federal jurisdictions.

  • Strong working knowledge of ISO 9001:2015 Quality Management Systems, including audits, gap analysis, corrective actions, and continuous improvement processes.

  • Proven ability to apply QA/QC requirements to field operations, including inspections, monitoring of work activities, and compliance with contract specifications and standards.

  • Experience with quality documentation, reporting, and performance metrics related to highway and civil infrastructure operations.

  • Formal QA/QC or quality auditing certifications (e.g., ISO Auditor, ASQ CMQ/OE) are considered assets.

  • Strong organizational, analytical, and problem-solving skills with a hands-on, practical approach.

  • Excellent written and verbal communication skills, with the ability to prepare clear technical and quality reports.

  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, and Access).

  • Willingness and ability to travel regularly throughout the assigned CMAs and operational regions.
