ABOUT WILLIAMS LAKE FIRST NATION (WLFN)

The Williams Lake First Nation (WLFN), or the T’exelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today, the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane, in nearby Williams Lake, BC, and across the globe.

POSITION

Reporting to the Manager, Natural Resources, the Regulatory Engagement Coordinator is a pivotal member of the Natural Resources Department, responsible for managing and responding to land and resource referrals, coordinating regulatory engagement processes, and ensuring that WLFN’s Title, Rights, and stewardship values are upheld in all regulatory and permitting activities within the WLFN Stewardship Area. The Regulatory Engagement Coordinator supports intergovernmental relations, contributes to policy development, and engages with provincial and federal agencies, industry proponents, and other stakeholders to advocate for WLFN’s interests.

Employment Type

Full time, 35 hours per week.

Probation Period

3 months from the date of hire.

Education Required

• Post-secondary training in a diploma program or undergraduate degree in a related field such as Forestry, Biology, Geographic Information Systems (GIS), First Nations Studies, Natural Resources, Environmental management, Public Policy/Political Science, or related field is an asset.

Experience Required

• Minimum 1-2 years of related experience.

Overtime Status

Non-exempt.

DUTIES & RESPONSIBILITIES

1. Receive, track, review, and respond to referrals and notifications from government agencies, industry proponents, and other external stakeholders related to land and resource activities in WLFN’s Stewardship Area.


2. Maintain and improve WLFN’s referrals management system, including the use of the NSTQ Connect Portal and internal tracking tools.


3. Track and report on consultation timelines, regulatory decisions, follow-up actions, and the fulfillment of proponent obligations and commitments.


4. Collaborate with Natural Resources department staff, including the GIS Analyst, Stewardship Forester, and Mining & Major Projects Coordinator, Wildlife Stewardship Coordinator and Fisheries Program Coordinator to assess proposed activities, identify potential impacts to WLFN interests.


5. Participate in and support technical working groups, public liaison forums, and consultation committees relevant to important regulatory issues and project reviews.


6. Support WLFN’s participation in provincial and federal policy reform processes (e.g., Forest Policy Modernization, Environmental Assessment revitalization, Mine Code revisions), and help coordinate responses and submissions.


7. Prepare briefing notes and technical reports for Natural Resources department management, administrative leadership and Chief and Council.


8. Assist in coordinating consultation and accommodation of interests with governments, government agencies and third parties around legal, land & resource issues within WLFN’s Stewardship Area.


9. Assist in coordinating a strategy to guide engagement with government and third parties and support the assertion of WLFN’s Title and Rights with regard to referrals within WLFN Stewardship area.


10. Develops and maintains effective working relationships with external partners and stakeholders including governments, indigenous organizations, and industry.


11. Assist with applications and reporting related to capacity funding, particularly for initiatives supported by programs such as the Declaration Act Engagement Fund (DAEF).


12. Analyze data and create Stewardship Reports that identify areas of concern that the Natural Resource Department may need to focus on related to referrals.


13. Coordinate and participate in field work and site visits as required.


14. Take part in First Nation stewardship initiatives on behalf of WLFN, including the First Nation Major Project Coalition (“FNMPC”) group.


15. Support WLFN’s participation in provincial and federal policy reform processes (e.g., Forest Policy Modernization, Environmental Assessment revitalization, Mine Code revisions), and help coordinate responses and submissions.


16. Support community engagement activities, including the coordination of meetings, workshops, and field visits.


17. Contributes to the WLFN’s ongoing success by accomplishing other duties as required or assigned.
