Job Description - Revenue Analyst

The Municipality of Chatham-Kent has an opening for a permanent full-time Revenue Analyst in the Financial Services division.


Job description


The Revenue Analyst assists in the collection and analysis of accounts and provides general accounting support to the division. This includes assistance in completion of year-end tasks, preparation of working papers to support annual financial statements and the financial information return. This position also provides special project support to senior management and council to develop financial recommendations. In addition, supports tax functions and is responsible for supporting the effective, efficient, and timely billing of all tax functions including interim, final and supplementary.


Essential responsibilities



  • Demonstrate Chatham-Kent’s core values and competencies

  • Lead the analytics and preparations of the schedules reflecting annual tax policy recommendations for the compilation of the tax policy report brought forward to Council each year

  • Calculates the Municipality’s annual tax rates

  • Reviews, approves, and posts various tax rebates, grants, and adjustments; including the Community Improvement Plan Tax Incentive Grants, Charity Rebates, and Council approved grants

  • Coordinate the interim, final, and supplementary tax billing processes for the Municipality

  • Ensure that new assessments are identified and appear on taxation rolls, in combination with review of the annual roll for classification and values, advocating for the assessment base on behalf of the Municipality

  • Recommend computer system enhancements relative to Property Tax, and the organization’s ERP system

  • Completes the annual financial information return (FIR) schedules, as they pertain to taxes

  • Coordinate the submission of grant and subsidy claims for payments in lieu of taxation

  • Assist in the development of policies and procedures relative to the tax billing, including identifying risks and control weaknesses along with opportunities to increase efficiency


Essential qualifications



  • College diploma or university degree in a financial or accounting program, with four (4) to six (6) years of related experience

  • Experience in a municipal property tax environment

  • Understanding of accounting principles and concepts, preferably in a municipal environment

  • Experience interpreting Municipal Property Assessment Corporation (MPAC) reports

  • Demonstrated experience in manipulating and analyzing large data sets while ensuring completeness and accuracy of data to problem solve, analyze, develop and maintain templates for various requirements

  • Demonstrate strong technical, analytical, and critical thinking skills

  • Advanced computer skills, specifically with Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software program), particularly in the use of advanced spreadsheets


Certifications, memberships, licenses



  • Municipal Tax Administration program certificate (or working towards) an asset

  • This position works indoors

  • This position works weekday hours


Working Remotely


This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.


This position may be required to attend on-site meetings in order to complete essential responsibilities of the role.  As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice.  Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.


Background check requirements


Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.


Essential physical and/or safety requirements



  • Bending: constant stooping, twisting (up to 4.55 kgs or 10 lbs) (based on frequency of task interpretations; filing, storage and retrieval; folding/stuffing at mail machine for arrears notices & statements; yearend purging of files; removal of copier jams and refilling with paper products)

  • Walking: constant walking on level surface (up to 4.55 kgs or 10 lbs) (meeting with customers; on site visits; vault for file researching)

  • Sitting: constant sitting in a chair (daily routine duties; data entry; on site visits)

  • Reaching: frequent reaching above shoulder, below shoulder, forward; constant handling (up to 4.55 kgs or 10 lbs) (file retrieval; arrears notices; tax sale mailings and arrears)

  • Hands: constant fine finger dexterity (movement), gripping, pinching, mousing (daily computer tasks; chartings of files; removing jams in photocopiers; issuance of customer receipts)


Benefits


This permanent full-time position has an annual salary of $85,520 to $96,670 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
