POSITION SUMMARY:
  • Responsible for the performance of the day-to-day work carried out in the Roads Department of the Infrastructure and Community Services Department.  The maintenance and construction responsibilities of the Roads Department shall include, but not be limited to, roads, storm sewers, storm drainage, winter control, signs, and roadside environment.

RESPONSIBILITIES:
  • Operate various types of municipal equipment safely and efficiently. This includes, but is not limited to, tandem dump trucks (with or without plow equipment), float, grader, backhoe, loader, combination sander/plow units, and solid waste vehicles.
  • Perform general road maintenance tasks such as construction projects, asphalt maintenance, sweeping, sidewalk repair or pouring repair, sign installation and repair, gravel spreading, shoulder maintenance, culvert repair or replacement, etc.
  • Conduct routine light maintenance on equipment to ensure safe and optimal mechanical condition. Assist mechanics with repair work and equipment mounting as needed.
  • Identify and report equipment malfunctions, deficiencies, or unsafe conditions to the Operations Superintendent or Foreman.
  • Maintain accurate records related to daily operations, equipment inspections, salt/sand usage, and any other job-related documentation.
  • Ensure all vehicles and equipment are kept clean, fueled, lubricated, and in proper working condition.
  • Interpret construction plans and drawings as required.
  • Operators may be required to act as crew foreman on a short-term, interim, or training basis.
  • Report unusual or emergent situations to the Foreman for appropriate follow-up.
  • Respond to emergency situations, including after-hours, weekend, and overtime call-ins, and participate in standby rotation as required.
  • Serve as a backup or provide additional support to other departments as needed, including Water, Parks, Roads, and Solid Waste. This may involve assisting with operational tasks, covering for absent staff, or supporting special projects and seasonal workloads.
  • Perform additional related duties as assigned.

QUALIFICATIONS:
  • Knowledge of construction and maintenance techniques, equipment and heavy machinery operation.
  • The employee shall have a minimum DZ motor vehicle licence with the preferred being AZ.
  • Experience in the safe operation of tools and heavy equipment including, but is not limited to, tandem dump trucks (with or without plow equipment), float, grader, backhoe, loader, combination sander/plow units, and solid waste vehicles.
  • Ability to handle moderate to heavy physical demands related to manual labour in construction, maintenance projects and equipment repair.
  • Knowledge of Public Works standards (County of Elgin, Municipality of Central Elgin and Provincial) and level of service.
  • Knowledge of Provincial Traffic Laws, construction standards, by-laws and other applicable legislation, including the Occupational Health and Safety Act and applicable regulations.
  • Must have a history of good attendance and reliability.
  • Follows all safety rules and maintains a strong safety record.
  • Completes work to meet the required quality standards.
  • Basic knowledge and use of survey equipment.
  • Basic computer skills required.
  • Must be able to read and write and keep accurate records, understand and be able to respond to both verbal and written instructions.
  • A minimum education of Grade 12 required or equivalent experience.
  • Works effectively both independently and as part of a team, able to accept direction and complete tasks with limited supervision.
  • Responsible for effectively communicating with team members, supervisors, and the public, using oral, written, and interpersonal skills.
  • Interact with the public and coworkers in a professional and respectful manner, using good judgment and staying calm in stressful situations.

PHYSICAL SKILL AND EFFORT REQUIREMENTS
  • The ability to walk or stand for long periods of time.
  • The ability to sit for long periods of time.
  • Lifting, carrying, or moving heavy objects (typically 25–50 lbs or more).
  • Climbing, bending, or kneeling frequently.
  • Tolerating outdoor conditions and varying weather such as but not limited to snow, blizzards, ice storms, rain, heat, smog, etc.

WORKING CONDITIONS:
  • Primarily outdoor work at active construction sites. Exposure to varying weather conditions and rugged terrain.
  • In emergency events and winter months, the Roads Operator will be required to work overtime, irregular hours, or respond to call-outs outside regular hours — including nights, weekends, and holidays — to support the Roads department during emergencies, maintenance needs, or adverse weather conditions.
