Job Description - Screening Officer

About The NIRB
The Nunavut Impact Review Board (NIRB) is Nunavut’s environmental assessment agency. Its mission is to protect and promote the well-being of the Environment and Nunavummiut through the impact assessment process, including responsibilities for assessing the potential impacts of proposed projects before any required permits, licenses and approvals can be granted. Using both traditional knowledge and recognized scientific methods, the NIRB assesses the potential biophysical and socio-economic impact of proposals, making recommendations and decisions about which projects may proceed.



The mandate of the NIRB includes:
• To provide for certainty and clarity of rights to ownership and use of lands and resources, and the rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore;
• To provide Inuit with wildlife harvesting rights and rights to participate in decision-making concerning wildlife harvesting;
• To provide Inuit with financial compensation and means of participating in economic opportunities; and
• To encourage self-resilience and the cultural and social well-being of Inuit.


 


Purpose of Position


Reporting to the Manager, Impact Assessment, the Screening Officer aids in the impact assessments of 
proposed development projects and the monitoring programs for approved projects referred to the Nunavut 
Impact Review Board (NIRB) under Article 12 of the Nunavut Agreement and Part 3 of the Nunavut Planning 
and Project Assessment Act (NuPPAA). With a focus on administering screening level assessments, this 
position also assists more senior Operations staff with impact assessments and monitoring programs for major 
development projects and associated community engagement tasks.


 


Essential Duties and Responsibilities


Undertakes screening assessments of project proposals as assigned:


·       Prepares standard correspondence utilizing existing templates, revises correspondence based on feedback 


·       Reviews technical documentation, comment submissions to produce accessible and objective summaries, findings and recommendations


·       Tracks progress of assigned files, initiatives, and important deadlines


·       Liaises with project proponents and regulatory agencies to address information deficiencies


 


Supports impact assessments for major development projects:
•    Assists with the review of applications, supporting documents, and technical reports
•    Assists in facilitating community engagements, technical workshops and public hearing.


 


Provides support for NIRB monitoring programs and any other related duties as assigned.


 


Qualifications


Knowledge: The mandate of the Nunavut Impact Review Board, Environmental assessment procedures and processes, as well as matters related, to environmental legislation and regulations


Skills: Strong verbal and written communications skills, Efficiency in Windows operating systems and Microsoft Office applications, (e.g. Outlook, Word, Excel, Access, PowerPoint)


Abilities: Work on multiple tasks concurrently, summarize information and highlight important issues, task prioritization and effective time management, summarize complex ideas and principles for non-technical audiences.


 


Education & Experience Completion of college-level courses in Environmental Studies and/or Natural Sciences supplemented with one year's work experience in an office environment. An alternative of education and training preparation of completion of high-school diploma supplemented with two years’ work experience in positions having similar work responsibilities, or other combinations of education and experience may be considered.


 


Mental & Physical Demands include:



  • Communication and consultation with regulatory agencies to deal with difficult issues that may be not agreed upon.

  • Frequent travel required, which may keep individual away from friends and family

  • Occasional exposure to cold temperatures, extended darkness/daylight hours and extreme weather conditions 

  • Travel to various locations and within Nunavut for meetings, in a variety of vehicles, consultations and other NIRB activities which may involve possible exposure to hazardous weather conditions, elevated noise levels and travel.


Assets


Written and/or conversational fluency in Inuktut considered an asset


Personal and professional experience in the Arctic considered an asset


 


* Priority will be given to beneficiaries of the Nunavut Agreement.


 


Compensation and Benefits


Compensation will be commensurate of the successful candidate’s level of education, knowledge and experience pertaining to the role. The salary range for this role is: $87,485 - $99,904
