Service New Brunswick (SNB) is seeking an individual with Senior Business Analyst expertise to join the Technology Services Division in the Digital Solution Services unit. The Senior Business Analyst will join a new Agile team being established to support a strategic approach based on a common framework for portable, verifiable, and user-controlled credentials.

Reporting to a Product Owner, the Senior Business Analyst collaborates with the user community in an Agile operating environment to gather business requirements and conduct workflow analysis, transforming them into features and user stories supporting the design and successful implementation of solutions across the organization.

Your responsibilities will include but are not limited to: 

• Conduct product feature deconstruction and story writing
• Provide backlog refinement support by partnering with the Product Owner to manage, groom, and prioritize the Agile team’s backlog.  
• Participate in the planning, building and implementation of systems, upgrades and enhancements
• Accountable for the maintenance and support of these systems, including troubleshooting and issue resolution
• Ensure  systems are configured to meet architectural, security, and user interface/user experience (UI/UX) standards and guidelines
• Create and implement testing approaches and processes to solve testing problems, including use of test automation approaches
• Participate and lead the development of testing strategies, test plans, and test cases to ensure smooth transition to training and deployment
• Create requirements traceability documentation
• Assist with functional, integration and user acceptance testing as required
• Coordinate and facilitate workshops to understand and develop client business processes, including current and future state analysis and gap definitions. This includes developing workshop materials, agendas and reports, as required
• Act as primary conduit by working with Agile teams, architects, and business stakeholders to analyze business needs and recommend and support development of solutions to address these needs
• Identify and document key business drivers
• Analyze and document gaps between requirements and products features and/or capabilities. Document the results of the analysis in an appropriate format including business rules, user stories, and workflow descriptions
• Support quarterly Planning Interval (PI) events by helping to map out dependencies across teams on the Agile Release Train (ART) and by clarifying requirement ambiguities so developers can confidently estimate workloads
• Work with Agile teams to define and document business benefits, outcomes and measures contribute to issue, change, and risk management processes
• Maintain a strong linkage and collaboration with project managers and other key stakeholders
• Experience within the public sector 
• Experience with Enterprise Agile frameworks, including the Scaled Agile Framework (SAFe)
• Experience with Continuous Integration and Continuous Delivery (CI/CD) practices
• Possession of a Scaled Agile Framework (SAFe) for Teams certification, called the SAFe Practitioner (SP). Note that incumbents without this certification must secure and maintain it as a condition of continued employment.
• Possession of active Business Analyst certifications, such as IIBA-CBAP, PMI-PBA, and IQBBA
• Experience with Azure DevOps Services
• Experience with the BrowserStack platform
• Experience with Identity and Access Management (IAM) and Identity-as-a-Service (IDaaS) platforms, such as PingOne
• Experience with decentralized identity solutions and approaches utilizing Verifiable Credentials (VCs)
• Experience with SaaS applications
• Experience with Cloud applications
• Experience with UI/UX design systems 

ESSENTIAL QUALIFICATIONS: A bachelor’s degree in computer science or a related field, and a minimum of six (6) years of related technology experience. Subject to the response to this competition, an equivalent combination of education, training and experience may be considered.

Written and spoken competence in English is required.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: This position may require some travelling within the province therefore candidates must possess a valid New Brunswick driver’s license.

This position may require limited flexibility in working hours, with occasional weekday evening or weekend work.

Candidates will be required to undergo Criminal History Clearance prior to appointment.

Salary: $78,546 - $104,494 annually – Pay Band 6 - Management and Non-Union Pay Plan (Classification under review)
