Job Title: Senior Business Consultant (Ocean Noise & Marine Debris)
Contract Duration: Date of Contract to March 31, 2025

Overview: Our government client is seeking an experienced Senior Business Consultant specializing in Canadian federal governance and regulation of ocean noise and marine debris. The primary objective is to develop two technical reports comprising federal governance and regulatory frameworks for underwater ocean noise and marine debris.
Mandatory Experience Requirements
- Extensive experience (minimum 60 months) as a business process consultant, particularly within the Government of Canada, including marine biodiversity-related mandates and programs.
- Demonstrated proficiency in engaging subject matter experts, analyzing program resources, reviewing environmental regulations, and synthesizing policy information.
- Proven track record (minimum 24 months) in the development of regulatory and policy research and analysis, with relevant project descriptions provided.
- Substantial experience (73 months) in the development of government regulatory and policy research related to federal oceans governance, marine conservation, underwater ocean noise, marine debris, and marine environmental quality.
- Proficiency (73 months) in research, analysis, development, and/or implementation of governance and regulatory frameworks, including project management skills.
Tasks
- Plan, organize, and conduct interviews and workshops with relevant stakeholders.
- Analyze gathered information to inform the development of regulatory and governance frameworks.
- Collaborate with key contacts within the federal government to identify gaps and opportunities related to marine environmental stressor management.
- Conduct data collection, literature reviews, and analysis of Canadian federal governance and regulatory management.
- Develop overarching results, including regulatory and governance frameworks for underwater ocean noise and marine debris.
Deliverables
- Annotated outline of Technical Report #1 structure, including governance and regulatory frameworks.
- Draft interim Technical Report #1 and analysis, with a sample framework for underwater ocean noise.
- Presentation of interim findings for Technical Report #1.
- Full draft Technical Report #1, incorporating feedback.
- Written summary of workshop/interview discussions for Technical Report #1.
- Presentation of final findings for Technical Report #1.
- Final Technical Report #1 addressing comments.
- Draft interim Technical Report #2 and analysis, with a sample framework for marine debris.
- Presentation of interim findings for Technical Report #2.
- Full draft Technical Report #2, incorporating feedback.
- Written summary of workshop/interview discussions for Technical Report #2.
- Presentation of final findings for Technical Report #2.
