Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

Your communication, leadership, and critical thinking skills and knowledge are essential for the management of complex situations and will assist you in leading the development and implementation of policies, programs and plans to support the ministry and the health sector in building a ready and resilient health system.

Health System Emergency Management Branch serves the entire ministry and health sector as it responds to urgent and/ or emergency situations as well as develops ministry emergency readiness plans, informs health sector planning and directs, as necessary, health sector emergency response and recovery. We implement strategies to ensure continuity of critical ministry services during and emergency and ensures compliance with the Emergency Management and Civil Protection Act and other relevant legislation.

What can I expect to do in this role?

In this role, you will:

• Provide leadership and support to high performing project teams and working groups, and oversee policy and program methodologies and deliverables;
• Provide project management expertise in the research, development and analysis of health emergency management policies, programs, plans and initiatives;
• Lead/ contribute to research, risk identification, analysis and assessment of a broad range of health emergency management issues, trends and directions;
• Provide recommendations, strategies and policy options to senior management to address these issues;
• Provide emergency management expertise and advice to the ministry and other government and health system partners;
• Coordinate the design, development and delivery of training and exercises for staff and health system partners;
• Develop and maintain critical stakeholder consultations and partnerships, and participate on cross functional teams and/or working groups;
• Contribute to the development and implementation of health system emergency management policy, response plans and planning papers, including briefing material and presentations;
• Support the ministry response to threats and emergencies through health system coordination and support, including development of policies and protocols to maintain internal readiness to respond.

How do I qualify?

Project Management and Leadership Skills:

• You have experience providing leadership in program/policy development, delivery and implementation.
• You have an understanding of or the ability to interpret financial and procurement processes and to manage transfer payment agreements.
• You can multi-task and prioritize in order to meet deadlines.
• You can provide project leadership and advice to a project team.

Communication, Presentation and Relationship Building Skills:

• You can prepare and present complex research analyses, detailed program and policy frameworks, reports, briefing papers, and planning and exercise materials to colleagues, senior management and stakeholders.
• You can develop and deliver briefing and training materials, tools and practical guides.
• You have demonstrated interpersonal and relationship building skills to establish and sustain partnerships with colleagues and stakeholders.
• You have acuity in communicating risk and handling sensitive information.

Policy and Program Development Knowledge and Analytical Skills:

• You have knowledge of policy and program development and implementation methodologies (including techniques, strategies and consultative processes).
• You have knowledge of policy and research tools (e.g., evidence development and system thinking processes and strategies), risk assessment, evaluation methods and techniques.

Emergency Management and Health Sector Knowledge:

• You have knowledge of emergency management principles and practices, and the Ontario health care system, in particular health services, emergency readiness and response.
• You can provide leadership in the development, implementation, distribution and evaluation of emergency management priorities, policies, programs and plans.
• You can provide leadership in the operations and logistics of emergency responses.
• You can guide the research, monitoring, analysis and assessment of emergency management issues and trends.
