POSITION DETAILS
CLASSIFICATION:
This position is classified at the REX-09 group and level which is roughly equivalent to the EX-05 group and level.
LOCATION:
This position is located in Ottawa, Ontario. The OSFI Montreal satellite location may be approved, depending on worksite availability. Due to the nature of the work and operational requirements, this position requires full-time physical presence in the office. As such, this position is not suitable for telework.
PROCESS INTENT
The immediate need is to staff one position with a language requirement of bilingual imperative (CBC/CBC) on an indeterminate basis.
A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.
KEY RESPONSIBILITIES
The Senior Director is responsible for providing strategic leadership, ensuring operational and professional excellence of the Office of the Chief Actuary (OCA), and aligning the OCA activities and resources with the vision, values, and strategic objectives.
The role will need to provide strong leadership, strategic direction and oversight to the planning and execution of a wide variety of activities associated with the provision of statutory and non-statutory actuarial services for the Canada Pension Plan, Employment Insurance Program, Old Age Security Program, the Canada Student Financial Assistance Program, the Canadian Dental Care Program, insurance and benefits offered to federal public servants and Veterans, and any other programs under OCA’s responsibility. The Senior Director’s responsibilities have long-term financial impact of the full Canadian population and the programs under their responsibility have annual expenditures in the magnitude of hundreds of billions of dollars.
A key aspect of the role is to ensure the ongoing quality of actuarial work, analysis and research. Achieved by fostering and sustaining a centre of expertise in actuarial science, professional standards, finance and economic analysis as applied to social security and insurance programs. In meeting these requirements, the Senior Director is instrumental in contributing to the ongoing financial viability of these programs, contributing to meeting OCA’s mandate, and fostering the public’s confidence in the ongoing management of these programs.
The Senior Director is also responsible for the provision of services and advice to federal and provincial Ministers of Finance, Employment and Social Development Canada, Health Canada, Treasury Board Secretariat and other federal departments for the ongoing design, funding and administration of these programs.

ESSENTIAL EDUCATION:
- A degree OR diploma from a recognized post-secondary institution with specialization in finance, accounting, actuarial science, mathematics, business, economics, or other relevant field OR an acceptable combination (1*) of relevant experience AND education or training.
- Fellowship of the Canadian Institute of Actuaries.
NOTE:
(1*) At the manager’s discretion, OSFI may consider candidates who do not possess a degree but meet the combination of experience and education or training if concrete examples are provided.

ESSENTIAL EXPERIENCE:
- Significant (2*) leadership experience at the executive-level, in leading actuarial teams
- Significant (2*) experience providing technical oversight and ensuring quality of preparation of actuarial valuations for large-scale pension, benefits or social security programs
- Experience (3*) developing and executing strategic objectives, annual planning, and business priorities
- Experience(3*) providing strategic advice, recommendations, and briefings to senior stakeholders (4*) regarding complex (5*) actuarial files
- Experience (3*) in establishing and maintaining collaborative relationships and partnerships with various internal and external stakeholders
NOTE:
(2*) Significant is defined as having the depth and breadth of experience that is normally acquired by performing the tasks over a period of approximately five (5) years.
(3*) Experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of related activities. The amount of complexity and the diversity of tasks, as well as the autonomy level will be taken into consideration.
(4*) Senior stakeholders refers to C-suite executives such as chief executive officer, chief financial officer, and chief risk officer as well as individuals at the Director level (or equivalent) and above.
(5*) Complex issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the service or program delivery.

CONDITIONS OF EMPLOYMENT
- Security – Top Secret
- In accordance with the new Directive on Security Screenings, Top Secret security clearances are granted to Canadian citizens only. This position requires you to obtain and maintain a Top Secret security clearance to be appointed to the position
- The ability to work remotely from home within Canada with access to the Internet in one’s residence is a condition of employment
- Working on-site on a full-time basis from the OSFI office
- Agreement to be deployed into another REX position within OSFI at the same level
- Ability and willingness to work overtime
- Ability and willingness to travel within Canada when required (Note: frequent travel to the Ottawa office will be required if the employee reports to the Montreal office)
