Job Description - Senior HR Policy Advisor

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Organizational Development and Learning office is looking for Senior HR Policy Advisor who will be accountable for developing new policy or revising existing policies for the full range of human resources areas. The Senior HR Policy Advisor is also accountable for liaising and supporting members of the HR Team through implementation of new/revised policies and to oversee the application of these policies. The Senior HR Policy Advisor works with all COEs within HR to revise and develop integrated policies and ensure that policies are delivered timely and accurately.

What will I be doing?

  • Responsible for the development and revision of HR policies, strategy and underpinning procedures which recognize Metrolinx core values, and legislative requirements, while ensuring interests of the workforce and organization are balanced.
  • Monitors provincial policy and program developments and identifies opportunities or gaps for potential policy revisions that advance the interests of Human Resources and Metrolinx.
  • Monitors industry trends and emerging progressive policy ideas relevant to Metrolinx. 
  • Prepares briefing notes to support HR executives in meetings with stakeholders.
  • Develops briefing materials (., information notes, decision notes, briefing presentations, in response to new policy implementation or policy revisions and in response to requests from the Ministry of Transportation, Treasury Board Secretariat, and Cabinet Office.
  • Prepares advice for the Senior Manager HR Policy & Planning and CHRO to inform with making critical business decisions, providing informative and factual information that adheres to the divisional strategic goals and objectives.
  • Interacts and/or works with cross functional teams, advisory committees, Boards and stakeholders to progress projects and initiatives, manages distribution of information, provides updates and utilizes influencing skills to achieve desired outcomes.
  • Identifies, assesses, develops a full range of services, strategies associated with achieving business plans; develops and identifies and recommends changes as required to meet strategic objectives.
  • Maintains current knowledge of best practices, market trends, and legal/regulatory requirements to assist in the strategic development, implementation, and administration of business policies and programs.
  • What Skills and Qualifications Do I Need?

  • Completion of a degree in Public Administration, Public Policy, Planning, Business Administration, Communications or a related discipline.
  • Demonstrated progressive experience in policy development, corporate coordination, or executive-level support – preferably within the public sector.
  • Oral communication, presentation and consultation skills to provide expertise/advice to colleagues and management.
  • Superior written communication skills to provide internal and external reports, briefings and memoranda.
  • Knowledge of Human Resources legislation (. Employment Standards Act, Occupational Health & Safety Act, Labour Relations Act, Ontario Human Rights Code, .
  • Experience identifying client needs, and initiating, coordinating, and implementing solutions in response to client issues.
  • Ability to influence with strong interpersonal and conflict resolution skills focusing on business priorities.
  • Active listening skills in order to understand the full extent of issues, concentration to analyze issues, and resolve issues.
  • Agile and demonstrated flexibility to multitask and deal with interruptions for urgent requests for information.
  • Proficiency in computer applications, including MS Office (. Outlook, Word, Excel, PowerPoint).
  • Experience working with unionized employees as well as collective agreements interpretation and application. 
  • Analytical and problem solving skills to analyze problems, detect root causes, and resolve issues.
