Job Description - Senior Land Agent (ROW Department)
Victor Energy Ltd. is a powerline contractor with over 20 years’ experience building Alberta’s electrical infrastructure, owned by Java Holdings Ltd. Java Holdings Ltd. owns a portfolio of companies in North America and Europe and is engaged in its acquisitions providing high level execution support for large utility, oil and gas, and power generation projects, specializing in EPCM (Engineering, Procurement, Construction & Management). As part of the Java Group, Victor Energy’s staff have over 50 years of experience building some of Canada’s largest electrical infrastructure projects.
Victor Energy is seeking a Senior Land Agent / Permitting Specialist to support Right-of-Way (ROW) execution on the Durham - Kawartha Powerline (DKPL) powerline project in Ontario.
This role will lead landowner engagement, access acquisition, and permitting coordination in alignment with Hydro One requirements, the Environmental Study Report (ESR), and project schedules.
This is a field-focused, self-managed role, requiring strong judgment, professionalism, and the ability to work directly with landowners, municipalities, and project stakeholders.
Key Responsibilities
Negotiate and secure executed land access agreements (temporary and permanent) for ROW, access roads, staging, and construction activities
Conduct landowner and stakeholder outreach (calls, meetings, site walk-downs), document interactions, and maintain issue/resolution follow-up through to agreement
Coordinate Indigenous engagement activities with the project/environmental teams, including meeting logistics, information packages, and tracking of questions and commitments
Build and maintain the permit/access matrix and ESR commitment register (status, conditions, expiry dates) and provide regular updates to the project schedule
Coordinate access constraints and permit conditions with ROW, Environmental, GIS, and Construction teams, and issue cleared-to-proceed access packages for field execution
Identify access/permitting risks (refusals, seasonal restrictions, permitting delays), develop mitigation options, and escalate constraints with recommended actions
Validate access routes and work areas in the field (gates, crop conditions, drainage, sensitive features) and provide marked-up maps/notes to support site-specific planning
Represent Victor Energy in stakeholder meetings and site visits, capture action items, and drive closure on commitments and correspondence

Experience
5+ years in land acquisition, permitting, or ROW coordination
Experience with linear infrastructure projects (powerline, pipeline, or transportation)
Proven ability to work independently and manage stakeholder relationships
Knowledge
Familiarity with:
Hydro One processes and expectations
Ontario permitting and regulatory environment
Environmental Study Report (ESR) framework
Understanding of agricultural and rural land use considerations
Skills
Strong communication and negotiation skills
Organized with solid tracking and documentation practices
Comfortable working in the field and independently
Assets
Experience with Indigenous consultation coordination
GIS literacy (reading maps, working with field data)
Prior work in Eastern Ontario
Work Environment
Field-based role with travel across the DKPL corridor
Combination of home office and site work
Works independently with coordination from ROW and project teams
