Job Description

The House of Commons’ Office of the Sergeant-at-Arms and Corporate Security (SAA-CS) is currently looking to staff the Senior Officer, Open Source Intelligence (OSINT) position.

This recruitment and selection process is restricted to the Office of the Sergeant-at-Arms & Corporate Security employees.

The Senior Officer, OSINT provides leadership and oversight of the open source intelligence function within SAA-CS, ensuring the effective planning, conduct, quality of research, analysis, and production activities. This includes putting in place the right policies, processes, and methods to make sure open source information is analyzed thoroughly.

You will be responsible for managing a team of OSINT Analysts who conduct research and analysis and produce a range of analytical products, as well as be responsible for providing written assessments and briefings, to support awareness and decision-making within the organization. Outputs are shared with internal and external security and intelligence partners and operational stakeholders as part of ongoing collaboration and information exchange.

Additional functions include:

  • Delivering presentations or briefings on areas of expertise
  • Representing the function in discussions or exchanges with internal or external partners
  • Liaising with multidisciplinary stakeholders to support information sharing and awareness

Qualifications

Education:

  • Undergraduate degree in criminology, political science, security intelligence, international relations, or an equivalent combination of education, experience, and training. 
  • Must obtain and maintain a Top-Secret security clearance.

Experiences:

  • Experience in the management of an intelligence function focused on OSINT collection and analysis.
  • Experience producing intelligence assessments, reports, or briefings using sound analytical judgment and critical thinking.
  • Experience providing leadership, coordination, or mentorship in analytical or intelligence-related work, and contributing to effective team outcomes.
  • Experience contributing to improvements in analytical processes, tools, or practices within a security, intelligence, or operational environment.
  • Experience working with large and varied information sources and applying structured approaches to support decision-making or situational awareness.
  • Experience communicating insights clearly to diverse audiences and building effective working relationships with stakeholders.

Assets:

  • Recent supervisory experience.
  • Professional training in intelligence analysis or security-related training is considered a significant asset.
  • Certification in the intelligence field (i.e. tactical analyst, strategic analyst).
  • Completion of internal or external managerial training.
