The City of Port Colborne is seeking an enthusiastic and highly motivated candidate as a Senior Procurement Officer. The Senior Procurement Officer position is a dynamic role and will undertake a wide variety of responsibilities. This role oversees the development, implementation and continuous improvement of the City’s procurement framework and standards. This role is also responsible for contract management and will develop and implement purchasing policies and cost reduction strategies.

Responsibilities

  • Leads and advises procurement for multi-disciplinary departments across the corporation.
  • Prepares or oversees competitive procurement processes including the development, writing, issuance, evaluation, contract negotiation and awarding.
  • Coordinates vendor relationships, including but not limited to quality and performance and contract negotiations.
  • Establishes, implements and evaluates process and administrative policies and practices for the functional area, ensuring alignment with the policies established by Council and with the administrative directions set by the Director.
  • Monitors compliance of the organization to procurement policies and processes and legislative compliance.
  • Develops and implements performance metrics, tools, and processes to optimize sourcing and supplier activities.
  • Prepares reports on procurement activity, including but not limited to direct and indirect savings, ongoing stakeholder engagement, frequency, volume, value, type and geography, and vendor relationships.
  • Attends Council Meetings as required.
  • Supports internal and external ad-hoc requests.
  • Ensures procurement records are compliant with the City’s records retention policies and appropriate insurance and WSIB and other related requirements are up to date and on file.
  • Other duties as assigned.

The ideal candidate will have:

  • A degree in Business Administration, Public Administration, Economics, Finance or related field.
  • Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) designation, or willingness to obtain
  • Minimum 5 years’ progressive public procurement work experience including designing, developing and implementing best practices sourcing and leading complex procurement projects, including risk and claims management. Local government experience is preferred
  • Prior experience in leading risk management and/or corporate insurance administration programs is an asset.
  • Extensive knowledge of contract law, laws of competitive bidding, bonding, insurance and government legislation and / regulations relating to public purchasing functions
  • Thorough knowledge of financial management systems including purchasing, budgeting and inventory management modules
  • Knowledge of municipal finance, Public Sector Accounting Standards, and relevant legislation (i.e. Municipal Act)
  • Extensive knowledge of e-commerce solutions and strategic sourcing
  • Strong Excel application skill and Word use for business applications
  • Strong customer service, interpersonal, communication, negotiation, organizational, time management, analytical, problem solving and decision making skills.
  • The ability to fulfil job responsibilities that occasionally extend beyond the traditional workday

This is a full-time, permanent position with a salary range of $87,446.00 - $102,300.00 for a 35 hour week, and comes with a comprehensive compensation package including Benefits and Omers Pension Plan.
