Primary Purpose of Position
The Senior Surface Land Coordinator is responsible for independently managing all surface land requirements in support of Sinopec Canada’s oil and gas operations across Alberta. This role provides expert-level surface land acquisition, administration, stakeholder engagement, and regulatory compliance to ensure operational activities are executed efficiently, compliantly, and with minimal risk. The position works closely with internal technical teams, legal, regulatory, and external stakeholders while exercising sound judgment and autonomy.
Roles and Responsibilities:
Lead and oversee the strategic acquisition and management of Crown and Freehold surface rights, including complex lease, right-of-way, and multi-stakeholder access negotiations
Direct the full life cycle of surface applications and regulatory submissions, ensuring compliance with Alberta legislation and AER requirements
Serve as the senior land authority, providing expert guidance on surface risk, access constraints, compensation strategy, and stakeholder management
Establish and maintain relationships with landowners, municipalities, regulators, and key stakeholders; represent the company as required in Surface Rights Board proceedings and contested matters
Provide oversight of surface agreement administration, including rentals, renewals, damage settlements, and reclamation obligations, ensuring financial accuracy and risk mitigation
Prepare and adhere to project timelines and deliverables related to land acquisition, communicating risks to leadership
Partner cross-functionally with Operations, Subsurface, Regulatory, HSE, and Legal
Represent Surface Land department in Corporate Strategy and Budgeting exercises
Drive continuous improvement of surface land processes, systems, and governance to enhance efficiency, compliance and stakeholder outcomes
Mentor or provide guidance to land staff or consultants as required
Knowledge and Experience
Extensive knowledge of Alberta surface land legislation, regulatory processes (AER D56), and industry best practices
Demonstrated experience supporting upstream oil and gas operations, including drilling and producing assets
Proven expertise in Crown and Freehold surface acquisition, regulatory applications, and complex, multi-party negotiations
Strong understanding of legal land agreements, with the ability to interpret contractual language and collaborate effectively with legal counsel
Displays a high-level of integrity in all actions, complying with and promoting the company’s core values, a respectful work environment, and aligning with the code of business conduct.
Demonstrated ability to understand and operate effectively in a diverse and multi-cultural environment.
Skills and Competencies
Highly developed negotiation, communication, and stakeholder management skills
Demonstrated ability to work independently, prioritize competing demands, and manage multiple concurrent projects in a dynamic operational environment
High level of professionalism, discretion, and integrity when representing the company externally
Proficiency with CS Explorer and Landview applications document control, and Microsoft office applications
Commitment to upholding and promoting company core values, fostering a respectful workplace, and adhering to the Code of Business conduct
Qualifications
15+ years of progressive surface land experience in the oil and gas industry
Post-secondary diploma or degree in Land Management, Business, or related discipline
Registered Professional Landman designation through CAPL preferred or in progress
Valid driver’s license and ability to travel to field locations as required
