Job Description - Settlement Housing Officer

Association for New Canadians is a non-profit, community-based organization dedicated to the provision of settlement and integration services for immigrants and refugees. 


 


Job Title: Settlement Housing Officer 


Location: St. John’s, NL 


Position Type: 1 full-time position until March 31, 2026, with possibility of extension pending budget availability and satisfactory performance 


Closing date: Until filled 


 


Reporting to the Settlement Services Manager, the Settlement Housing Officer plays a crucial role in providing housing support to RAP (Resettlement Assistance Program) and Settlement clients at ANC. This position requires a deep understanding of the housing needs and challenges faced by refugees and immigrants, as well as excellent communication and coordination skills, to ensure successful and sustainable housing placements. 


 


Roles and Responsibilities: 



  • Assist Settlement clients in finding suitable and affordable housing options, maintaining housing stability, and addressing issues as they arise 



  • Conduct comprehensive assessments of clients' housing needs, considering factors such as family size, location preferences, budget, and accessibility requirements 



  • Maintain a database of available housing resources and establish relationships with landlords and property management companies 



  • Facilitate housing viewings and negotiations on behalf of clients  



  • Provide guidance and support to clients throughout the housing application process, including assistance with completing application forms, gathering required documentation, and understanding lease agreements 



  • Collaborate with other team members to develop and implement effective strategies for housing placements and sustainable tenancies  



  • Conduct regular follow-ups with clients 



  • Deliver workshops and information sessions to RAP and Settlement clients on topics related to housing rights, responsibilities, and community resources 



  • Provide individualized counseling to clients regarding housing options, budgeting, and tenant rights and responsibilities 



  • Educate clients about the local housing market, available subsidies, and government programs that support affordable housing 



  • Develop and maintain positive working relationships with external stakeholders, including landlords, property managers, housing agencies, and community organizations 



  • Collaborate with other internal departments, such as Settlement and Case Management teams, to ensure coordinated support for clients' housing needs 



  • Participate in relevant community meetings, committees, and networks to stay informed about housing trends, resources, and opportunities 



  • Maintain accurate and up-to-date client records, housing databases, and statistical reports related to housing activities 



  • Prepare reports on housing placements, challenges, and success stories to inform program evaluation and improvement 



  • Other duties as  


 


Qualifications and Experience: 



  • Bachelor's degree or equivalent experience in social work, human services, or related field 



  • Demonstrated knowledge and understanding of housing issues, particularly as they relate to refugees and immigrants. 



  • Experience in housing placement, landlord negotiations, and rental market dynamics.  



  • Familiarity with local housing resources, subsidies, and support programs 



  • Strong interpersonal and communication skills to engage effectively with diverse clients and stakeholders 



  • Ability to assess housing needs, conduct housing searches, and provide counseling on housing-related matters 



  • Excellent organizational and time management skills to handle multiple tasks and prioritize accordingly 



  • Proficiency in using computer applications and databases for data entry and reporting 



  • Cultural sensitivity and ability to work in a multicultural environment 



  • Fluency in English, with additional language skills considered an asset 


 


Conditions of Employment: 



  • Legal authorization to work in Canada  



  • Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm) 



  • Valid class 5 NL driver’s license and daily access to a personal vehicle is  



  • Ability to travel is  



  • Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary 



  • Valid First Aid Certificate is an asset
