Salary Range: T3, Level 5, $102,000 - $120,00 per year. The final compensation for this position will be determined based on individual factors, including education, qualifications, experience, and internal equity.
Specialist, Orphaning & Insolvency
The Opportunity
Join the Alberta Energy Regulator’s (AER) fast-paced Orphaning and Insolvency team and play a key role in managing Alberta’s energy liabilities. Success in this role requires strong collaboration, the ability to perform under pressure, and comfort working in a dynamic, challenging environment.
The Specialist, Orphaning & Insolvency is responsible for setting clear expectations for insolvency professionals and companies ceasing operations to mitigate environmental, safety and liability risks. You will manage multiple insolvency files concurrently to conclusion, and transition any remaining inventory (i.e. wells, pipelines, facilities) to Working Interest Participants (WIPs) and/ or the Orphan Well Association (OWA).
We’ll support you in learning our tools and business processes. What matters most is your problem-solving mindset, critical thinking, creativity, and willingness to challenge the status quo.
What your day-to-day will look like:
Insolvency File Management: set expectations, reviews bids/offers for sales to ensure viable companies are considered and liabilities mitigated. Manage the conclusion of insolvency processes to transition any remaining inventory (e.g. wells, pipelines, facilities), and maximize funds available for environmental obligations.
Regulatory and Compliance Background: Use your strong regulatory and compliance background to draft and execute multiple regulatory tools, including Abandonment and Environmental Protection Orders, and Orphaning Memos.
Compliance Tracking and Audits: Manage the tracking of industry compliance with regulatory orders, execute compliance audits, and handle subsequent enforcement actions.
Stakeholder Engagement: Strategically respond directly to external stakeholders and provide technical expertise to support media requests.
Exposure to Various Business Units: In this role, you will interact with many business units across the AER (e.g., Law Branch, Eligibility Transfers & Security Team, Compliance Assurance Team) and a diverse array of external stakeholders (e.g., Industry, Insolvency Professionals, OWA).
What we’re looking for in you:
Bachelor's degree in finance, business, engineering, social science, science, or a related field.
5-7 years of experience in a regulatory, policy, and/or compliance and enforcement-based role.
Experience with environmental policy and/or regulations an asset.
Familiarity with the AER’s Integrated Compliance Assurance Framework (ICAF) and regulatory tools (e.g., Orders, penalty letters, sanctions) an asset.
Thrive under pressure and adapt to dynamic environments with evolving processes and regulations.
Strong critical thinking, especially regarding second and third-order effects.
Empathetic engagement with diverse stakeholders, including insolvent companies, municipalities, and landowners.
