Job Description - SR Financial Analyst/Consultant

The adjudication process is the careful weighing of a number of variables known as the whole-person concept.  *Marijuana remains illegal under federal law as a Schedule I drug in the Controlled Substances Act (CSA), meaning any use of marijuana is illegal under federal law, regardless of state and local governments legalizing or decriminalizing uses of marijuana. This applies to recreational marijuana use, medical marijuana use, as well as use of cannabidiol (CBD) products. Adherence to federal laws prohibiting marijuana use is evaluated in the security process. The use of marijuana can raise security concerns about an individual’s reliability and trustworthiness to access classified information or hold a sensitive position. For more information, please visit our website: www.consultartemis.com.   About the role We are currently seeking a Sr. Financial Management Analyst/Consultant to support Program Executive Office for Command, Control, Communications,  Computers  and Intelligence (PEO C4I) /  NAVWAR  Command clients in San Diego, CA. Our consultants work directly with government clients to support complex financial Planning, Programming, Budgeting, Execution (PPBE), and programmatic issues. The Sr. Financial Management Analyst/Consultant position requires  previous  related professional experience of four (4) to seven (7) years and a desire to work in consulting and finance.  This position will be working with a team of consultants, as well as independent direct tasking and communication with clients on a   daily basis.  Our  financial management  support covers a range of services,  to include  development of Department of Defense (DoD) budgets and execution of annual financial  spend  plan requirements.  We are looking for candidates that are available to begin support  immediately .      This position will provide specialized experience in performing accounting and  financial management  support with management oversight/supervision .   G eneral ac counting activities includ e  account analysis/reconciliation, monthly variance analysis and analytics, financial  tracking,  reporting,  budgeting  and forecasting activities. This position  is responsible for  compiling and analyzing financial information and advising clients  regarding  key financial and operational issues.      Senior Financial Management Analyst/Consultant responsibilities include:    Direct and manage workload across multiple clients and support analysts     Enter financial data into government approved systems for obligation and procurement (such as Navy Enterprise Resource Planning or Standard Procurement System, or any follow-on systems)    Prepares budget preparations, review estimates, and track costs and variances    Measure organizational performance and assess effects of programs and policies on the budget    Examine past and current budgets and research economic and financial developments that affect the organization’s spending    Adhere to guidelines and policies governing the formulation and maintenance of budgets    Manage finances across multiple funding types and coordinate with various stakeholders    Conduct financial reporting and analyses on financial issues and customer requirements and produce executive summaries    Develop and propose courses of actions (COAs) and recommendations for financial issues    Interpret and apply  financial management  principles, processes, techniques, policies, regulations, and organizational strategic goals      Job Details :   Position Type: Full T ime, Salary position  with F ull  B enefits   Salary Rang e: $95,000-$130,000   Approximate Hours per Week: 40    Travel Percentage: < 10% Travel    Location: San Diego, CA   Schedule:  Hybrid ( Monday-Friday)     Desired Skills and Experience   Applicants must  demonstrate  clear and effective communication, work well in a team environment, perform under pressure, and learn new processes, software, and financial systems quickly. Excel is used  daily , so existing and  demonstrated  experience is  required . Financial data visualization ( i.e.  Tableau , Microsoft Power BI, etc. ) and Access database experience are also strongly desired .   Experience with  N-ERP  is  preferred .   We are looking for an energetic, intelligent, dedicated consultant to add to our team !     Qualification Requirements:   Bachelor's Degree from an Accredited College or University   Existing or the a bility to obtain a  SECRET Government Security Clearance, requires TS/SCI clearance when supporting TS/SCI programs/projects   Advanced level experience using MS Excel   Advanced  p roficiency  using MS Office Suite ( PowerPoint , Access, Word, Outlook)   (Desired) Experience using data visualization tools (Tableau,  Microsoft Power BI , etc.)   ( Required )   Seven   (7 )  or more years of experience with  Navy/DoD  acquisitions organizations providing  financial management  and/or consulting experience   (Required) Four (4) or more years of experience managing direct reports   (Desired)  Previous  E xperience in accounting, consulting, government finance, NAVWAR financial systems and the government planning, programming, budgeting, and execution process (PPBE)     Characteristics Desired :     Strong verbal and written communication skills   Proactive leadership- ability to lead by example   Exceptional interpersonal and customer service skills   Attention to detail and accuracy of data   Ability to problem solve without guidance   Ability to multi-task    Ability to work independently and within a team environment   Works well in a fast-paced environment
