The Municipality of Chatham-Kent has an opening for a permanent full-time Supervisor, Inclusion Services in the Child Care & Early Years division.


Job description


The Supervisor, Inclusion Services provides operational leadership for the Inclusion Services program. This role ensures alignment to the Inclusion Services Model while ensuring programming is responsive to a fast changing and dynamic environment. The Supervisor oversees staff supervision, program quality, and coordination of service delivery across licensed child care and EarlyON programs. Responsibilities include reflective supervision, professional development, and collaboration with partners to strengthen inclusive practices and system integration. This position supervises a team of Inclusion coaches who spend 90%+ of their time in licensed child cares and as a result this position is also regularly in the field.


The Supervisor of Inclusion Services is responsible for approving enhanced support funding for licensed child cares and to ensure that Inclusion coach’s and child care operators are working towards mutually agreed goals.


Essential responsibilities



  • Demonstrate Chatham-Kent’s core values and competencies in all aspects of service delivery.

  • Provide reflective supervision and coaching to Inclusion Coaches to ensure consistency and quality of practice.

  • Coordinate service delivery across licensed child care, licensed home child care, and EarlyON programs, ensuring equitable coverage and alignment with the Capacity Building Continuum.

  • Approve and monitor Enhanced Support Worker (ESW) hours through Short-Term Specialized Funding in collaboration with the Program Manager.

  • Oversee adoption of reflective tools and ensure Individual Support Plans (ISPs) are developed collaboratively with educators, families, and Inclusion Coaches.

  • Fulfill CMSM reporting obligations and oversee Inclusion Services funding allocations in partnership with program manager.

  • Review and streamline tools, resources, and workflows to enhance program efficiency and consistency.

  • Monitor program data (e.g., OCCMS/municipal dashboards), prepare monthly/quarterly reports, and identify trends to inform continuous improvement and quality assurance.

  • Support the design and delivery of professional learning for staff and sector partners on inclusion, DEI, and specialized strategies.

  • Serve as primary contact for operators and community partners to resolve issues and facilitate integrated planning; respond to inquiries from families, providers, community organizations, and government partners.

  • Represent Inclusion Services on sector committees/working groups (e.g., Child Care Supervisors Network, Inclusion Committee) to support system integration.

  • Ensure compliance with legislation, municipal policies, and documentation standards (CCEYA 2014, CWELCC, MFIPPA, OHSA, Service Management and Funding Guidelines).


Essential qualifications



  • University degree in Social Sciences, Health Sciences, or related field or College Diploma with Registered Early Childhood Educator (RECE) designation, or a combination of experience and formal education with early childhood education.

  • Four to six years of experience in program coordination and staff supervision within early years services. Experience in a municipal environment is considered an asset.

  • Strong working knowledge of child development, inclusive practices, and family-centered approaches.

  • Demonstrated understanding of DEI principles, Truth and Reconciliation, and inclusive pedagogies.

  • Excellent organizational, communication, and leadership skills.

  • Proficiency in Microsoft Office and sector systems (e.g., OCCMS; municipal databases and reporting tools).

  • French language proficiency considered an asset.

  • First Aid and CPR Certification, an asset


Work environment/hours of work



  • This position works mostly indoors

  • This position works weekday and evening hours with occasional weekend hours

  • Primarily office-based with regular on-site visits to licensed child care, licensed home child care, and EarlyON programs across Chatham-Kent


Working Remotely


This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.


This position may be required to attend on-site meetings in order to complete essential responsibilities of the role.  As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice.  Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.


Driver’s licence/vehicle requirements


Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.


Background check requirements


Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment; you must be 18 years of age or older to obtain a vulnerable police check.


Essential physical and/or safety requirements



  • Sitting: frequent sitting in a chair (working at a desk, sitting during a meeting, driving).

  • Hands: frequent mousing (writing reports, using a computer and mouse, daily correspondence, data entry and notes).

  • Reaching: occasional reaching above shoulder, below shoulder, forward, backward, handling


Benefits


This permanent full-time position has an annual salary of $100,043 to $113,119 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
