Main Purpose and Function

The Technical Supervisor – Engineering is responsible for technical detailed design and drafting, as well as supervision, mentoring, hiring, training, and development of a large team of drafters and designers that deliver the drafting/design components of sewer utility projects. This position works closely with Engineers to deliver designs on various capital projects within the Sewer Renewal, Connections, Liquid Waste Management, and other Branch programs. The position oversees multiple projects at a time and is responsible for creating and managing accurate sewer infrastructure drawings and as-built information. This position also completes mainline sewers extension drawings, utility plan reviews, updating GIS/AutoCAD/Topobase/Civil 3D asset information, and maintaining drafting standards. The position also ensures adherence to Project Management Framework and Professional Governance Act guidelines.

Specific Duties and Responsibilities

  • Plans, assigns, supervises and reviews the work of Engineering Design Assistants and Engineering Assistant III Drafters, including hiring, evaluating performance, coaching, mentoring, training and development.
  • Manages the assessment and response to all internal and external design services related inquiries on City sewer and drainage infrastructure.
  • Provides technical advice and decisions on unusual problems and on by-law interpretations; discusses the more complex projects with engineers, contractors and external parties concerned.
  • Provides training on software applications used by the drafting group such as Civil 3D, AutoCAD, Hansen, Posse, ArcGIS, and Topobase.
  • Manages, develops and updates drafting standards, design procedures, plan indexing and implements drafting and design procedures to comply with Professional Governance Act and Project Management Framework processes.
  • Leads integration and continuous improvement of Civil 3D, AutoCAD, and GIS processes between drafting and engineers throughout the design project lifecycles. Leads the development of drafting standards, develops and implements new procedures and supporting software roll-out and testing; and provides guidance and implementation strategies and support for computer assisted design processes, procedures, software systems and GIS integration.
  • Reviews and provides comments to IT and/or Systems Analyst for updates to Civil 3D, AutoCAD, GIS (Topobase/VanMap), Hansen and provides user acceptance testing.
  • Completes and supervises the creation of sewer design construction drawings (e.g. mainline sewers and sewer extensions) using Civil 3D/GIS/AutoCAD/Topobase, departmental paper records and electronic databases, to ensure they meet drafting standards before being submitted, reviewed and stamped by the Civil Engineer.
  • Coordinates with the survey team to confirm site information, order test holes and acquire crossing permits from outside utilities and agencies.
  • Completes and supervises the creation of utility crossing permit applications (e.g. High Voltage and High Pressure Gas), sewer repair drawings, exposure package drawings, connection details, catch basin and CB lead drawings, Metro Vancouver tie-in permit applications, etc.
  • Completes and supervises the updating of existing GIS data, entering as-built information and correcting integration errors.
  • Manages, assigns and provides training on third party utility plan reviews for COV owned and 3rd party owned assets.
  • Creates and maintains tracking systems for all drafting related tasks, including but not limited to renewal projects, permit crossing, main extensions, utility reviews, etc., and elevates critical/contentious conflicts to Engineers
  • Researches and provides technical information regarding sewer infrastructure for the public, city staff and private companies, such as GIS cuts, Digital as-builts (pdf, dwg, etc.), scanned hardcopy records (e.g. Plan profiles, wye sheets, DB drawings) and service connection reports from Hansen, SIS, tracker
  • Reviews external designs for compliance with drafting standards and provide comments.
  • Provides technical support for construction crews and Engineer’s of Record, and prepares site instructions, sketches, drawing revisions, etc. during the construction phase of a project.
  • Assumes the role of Departmental Records Officer (DRC) for the branch and lead for maintaining design record standards and compliance.
  • Maintains and updates the Sewers and Drainage Design Maintenance Manual
  • Provides written correspondence as required, maintains records and files, and performs other technical duties and special assignments to meet the operational needs of the branch.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Completion of Grade 12 supplemented by technical courses in Civil Engineering, Civil 3D, AutoCAD, GIS, Survey and Hydraulics, and considerable related experience in drafting, design, construction of pipe systems and technical supervision or an equivalent combination of education, training and experience.
  • Experience in the design of sewer mains
  • Experience in developing or managing design or drafting standards and quality management
  • ASTTBC Designation, or eligibility is an asset

Knowledge, Skills and Abilities:

  • Working knowledge of Project Management Framework and Professional Governance Act processes
  • Thorough knowledge of relevant by-laws, codes, acts and regulations, and of divisional policies and procedures governing the work performed.
  • Considerable knowledge of engineering principles and practices used in the work.
  • Sound knowledge of surveyor methods and techniques.
  • Excellent knowledge of municipal sewer design and construction of sewer systems.
  • Excellent analytical and organizational skills with attention to detail.
  • Excellent verbal and written communication skills.
  • Advanced skills in preparing construction drawings and designs for utilities or other engineering projects using Civil 3D and AutoCAD.
  • Advanced skills in Civil 3D, AutoCAD, Topobase, Hansen, and GIS.
  • Ability to direct an effective technical review or design service.
  • Ability to work with and provide input into branch process changes and computer application development.
  • Ability to read and interpret engineering drawings and problem solve with accuracy in a technical environment.
  • Ability to work independently with minimal supervision.
  • Ability to direct and supervise the work of subordinates, including assigning, scheduling and reviewing work, managing workloads and fostering a team environment.
  • Ability to lead change management processes for new branch initiatives and continuous improvement processes related to drafting
  • Ability to lead workshops, presentations, and training for staff to improve technical proficiencies and skill acquisition and development
  • Ability to establish and maintain effective and positive working relations with both internal and external contacts.
  • Ability to meet tight timelines in a multi-task environment.
  • Ability to meet transportation requirements.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
