Job Description - Transformational Change Analyst

The eHealth Transformational Analyst will support the eHealth Program in the advancement of Regional eHealth solutions. Working closely with the Transformational Specialist and other eHealth Program team members, will liaise among stakeholders, business partners, vendors, and the eHealth Office to understand, analyze, and facilitate business needs, requirements, and impacts of business changes as a result of eHealth initiatives, operational changes, compliance requirements, client needs, and technology or operational improvements. 

- Define the business or transition need and business case 
- Plan the business or change analysis approach & activities 
- Identify stakeholders of the work effort, how they are impacted, and what their needs and role are to effectively engage in the effort 
- Assess capability gaps, determine solution options and approach, and define solution scope with a view to ensuring long term adoption and sustainment of solutions 
- Prepare for, conduct, and document elicitation sessions using a variety of techniques (Interviewing, requirements workshops, reviewing existing documentation, Observation, brainstorming, etc.) 
- Manage solution scope, changes to requirements, and requirements conflicts 
- Develop and manage traceability of requirements back to solution scope and objectives 
- Organize, prioritize, specify and model requirements and workflows 
- Prepare requirements package & communicate to stakeholders 
- Verify and validate requirements with project team and stakeholders 
- Assess solution for alignment to business needs, requirements, and impacts to operations, processes, technology, vendors, partners and clients 
- Identify and facilitate business process improvements 
- Assist in assessing organizational readiness to make technical, operational and behavioral changes needed to make the effort a success 
- Define transition requirements needed to implement the solution including\: training of end users, implementation planning, implementation communications, implementation details needed to transition to the new solution when ready, , compliance with privacy and security requirements, and long-term relationship strategies
- Lead and/or assist in solution implementation, adoption and change initiatives 
- Validate the new solution meets the business need and provides the expected business value to stakeholders 
- Evaluate solution performance once implemented for business usage and value as intended 
- Other duties as assigned

This position is eligible for a hybrid remote work arrangement, in accordance with HHS’ Remote Work Policy


The Health Information Technology Services (HITS) eHealth Office at HHS manages a variety of services to support innovation and transformation of eHealth including strategic planning, stakeholder relations, communication, change management, business analysis, program management, training and privacy expertise. HITS is the solution provider responsible for operating ClinicalConnect™ , a secure web-based portal used by health care providers across south west Ontario, and the eHealth Office also acts as Change Agents, working with health service providers across the region to adopt digital health solutions. In addition, the HITS eHealth Office is responsible for the implementation of regional facing patient access channels and the ConnectMyHealth portal, being made available in south west Ontario.


1. 5+ years Change Management or Business Analysis Experience working with clients
2. University or College Degree in a related field
3. Working towards or has completed Change Management or Business Analysis certification and functional knowledge of Change Management or Business Analysis
4. Experience in eliciting requirements using a variety of techniques
5. Experience in specifying and modeling requirements, processes and workflows
6. Experience in facilitating business process improvements and successfully implementing change initiatives
7. Excellent verbal and written communication skills
8. Demonstrated facilitation skills, conflict management, and consensus building
9. Proven problem solving and analytical skill
10. Ability to work in teams or independently
11. Proficiency in office productivity software and tools
12. Solid knowledge of change management and business analysis tools and approaches
13. Experience in the health care sector an asset
14. Valid Ontario Drivers License and vehicle for local and regional travel as may be required
