Director - Provincial Public Health Well-Being - Under Classification Review
Location to be Determined

The Role
Reporting to the Senior Director Provincial Public Health, the Director of Well-Being is a key member of the Provincial Public Health Leadership Team. The Director will work with the leadership team to support the ongoing development of a strong, effective public health team who deliver high quality, integrated public health services on a provincial basis. As the organizational structure for the Provincial Public Health Program is still under development, the specific accountabilities for this position are subject to change.

The Director of Public Health Well-Being will be the lead Director for Well-Being initiatives across zones including support for Regional Well-Being Networks as well as Health in all Policies approach within NLHS and supporting community partners. This position will be the Director lead for the newly established core program of Population Health, Surveillance and Epidemiology and will be responsible for establishing program supports, structures, policies, and guidelines. A key responsibility of this position is to support action items identified in the Five-Year Public Health Plan which will be released within the next year by the Department of Health and Community Services. The incumbent will be the lead for actions to support Diversity, Health Equity, and Inclusion and will work with key partners inside/outside of health to support improvements in population health, including the reduction of health inequities, and to advance calls to action identified in the health Accord which includes a focus on well-being.

The incumbent will also hold lead program responsibilities. As part of this responsibility, they will oversee program planning, policies/procedures, and quality assurance on a provincial basis for the following core programs:
* Health Promotion and Noncommunicable Disease and Injury Prevention
* Population Health Assessment, Surveillance and Epidemiology.

The Director will have responsibility for public health managers and consultants/coordinators who lead these identified core programs on a provincial basis.

The incumbent will work as part of a dyad with a Medical Officer of Health, and will work closely with other Public Health Directors, Directors of other programs within their respective zone, with Directors within other provincial programs and external stakeholders as required related to their specific areas of focus.

The Director of Public Health -Well-Being will have responsibility for areas that include:

* Operational and Strategic Planning: The position provides support to the Senior Director Provincial Public Health to support relevant NLHS strategic goals. They support the development of a Provincial Public Health Plan and hold accountability for key actions related to implementation within the zones and for actions linked to the core program areas they have been assigned. They are required to work closely with program leadership to ensure resources and services are appropriate to meet the needs of the NLHS.

* Program Operationalization: The Director of Public Health - Well-Being directs and oversees identified Public Health programs and services delivered within zones and the work of identified employees to achieve goals within available resources. The incumbent holds responsibilities for development of program planning and quality assurance for identified core program(s) including the development of policies, procedures; enables identification of deficiencies and implementation of corrective processes on issues relating to clinical practice/program delivery, and communications, and human resources.

* Financial Management: The Director of Public Health Well-Being will be required to monitor and manage an assigned budget including authorizing expenditures.

* Visible Leadership, Partnership and Relationships: The position ensures that there is a way to communicate with the public, consumers, and stakeholders. They provide visible and accessible leadership within the zones.

* Provide leadership to promote a healthy, safe, diverse and respectful workplace by championing and practicing sound human resources management by attracting, recruiting and retaining high calibre talent; promoting teamwork, and ensuring employees have the tools and resources they require to perform at their best.

* Legislative and Provincial Alignment: Ensure that legislated requirements of the Public Health Protection and Promotion Act (2018) and other applicable legislation, regulations and public health standards within their portfolio are implemented, monitored, and reported on as part of provincial public health clinical leadership.

Requirements of the Role
* Bachelor degree in a health related discipline or other related field is required.
* Masters degree is preferred.
* Minimum of five years of recent progressive management experience is required.
* Minimum of five years of recent experience working in Public Health is required.
* Significant clinical knowledge of healthcare systems, preferably clinical experience in the provision of services.
* Demonstrated knowledge and expertise in process improvement and change management methodologies.
* Proven senior management and leadership abilities, and excellent communication, interpersonal and teambuilding skills.
* Demonstrated high ethical standards, integrity, and commitment to the health care community and the organizational development, goals, and objectives of NL Health Services.
* Demonstrated highly developed negotiation, time management, problem-solving, Human Resource Management and decision-making skills.
* Demonstrated ability to function in a high pressure, diverse and changing environment.
* A dynamic leadership style focused on:
- Leading yourself by having self-awareness, managing your performance and health, developing yourself, and demonstrating character that is in line with Eastern Health's values of respect, integrity, fairness, connectedness and excellence;

* Current and continuing registration/licensure with the appropriate association, if applicable.
* A satisfactory record of work performance and attendance.

Hours of Work: 70 Hours per pay period
Salary Scale: HL-27 ($88,202-$114,663) Classification Under Review
