Job Description - Manager Records Management

The salary range for this position is CAD $45.46/Hr. - CAD $65.35/Hr.

Reporting to the Regional Manager, the Manager of Records Management is responsible for overseeing the comprehensive, 24/7 operational requirements of designated HIM Services at specific sites within organizations such as FH, VCH, PHC, and PHSA. The role involves supervising a large team, including making selection decisions, setting performance expectations, conducting evaluations, and handling disciplinary matters. The Manager manages human, financial, and material resources, engaging in both short-term and long-term resource planning. They ensure the site operates within its assigned budget and provide input into the operating and capital budget process by reviewing operations and suggesting necessary changes.

 

Your duties will include:

  • Coordinating day-to-day operations of the assigned large-scale HIM site(s) by providing key management support to ensure effective utilization of staff, services, and equipment
  • Investigating and resolving operational issues involving service level concerns or staff performance issues
  • Prioritizing workload and delegating staff work assignments, establishing service targets, and monitoring progress and productivity
  • Supervising a large team, including work allocation, training, and problem resolution, and handling staff selection, evaluation, and discipline up to and including termination
  • Developing site-specific orientation plans, staff development and retention plans, and supporting health information student practicums
  • Leading the development, implementation, and review of site-specific policies and procedures, ensuring compliance with all HIM-wide standards
  • Managing relationships with internal stakeholders such as clinical leaders, physicians, and other managers
  • Ensuring effective communication channels for consistent information transfer between HIM and organizational personnel
  • Monitoring the site(s) operating budget, tracking workload statistics, preparing reports, and providing input into capital equipment planning
  • Overseeing release of information and records completion processes, and following up on unresolved issues
  • Developing and maintaining master staff rotation and liaising with centralized scheduling services
  • Collaborating with IMIT staff and other HIM personnel on the implementation and maintenance of computer software and systems
  • Ensuring workplace safety for staff and students, reviewing and implementing safety policies and procedures
  • Developing essential service plans for health information management staff at assigned site(s)
  • Participating in the development and implementation of quality indicators and other HIM quality improvement activities
  • Recommending, planning, and organizing the efficient use of space and equipment in work areas
  • Representing the Regional Manager at meetings and participating on organizational and external committees
  • Maintaining current knowledge of developments in records management services through literature review, peer consultation, and educational sessions
  • Performing other related duties as assigned

This position aims to ensure the seamless operation of HIM Services, improve service quality, and maintain compliance with all relevant policies and regulations.

Education:

  • Bachelor’s Degree in Business Administration, Health Information Management, or other related field
  • Six (6) or more years’ recent, related experience in a large, complex health information management environment, including three (3) years’ supervisory experience
  • An equivalent combination of education, training, and experience may be considered

  • Demonstrated knowledge of health records management systems, policies, and procedures
  • Demonstrated leadership, coaching, and mentoring skills to ensure a working environment that supports effective service delivery
  • Demonstrates humility and heart-led leadership
  • Demonstrated understanding of user needs to develop solutions, achieve targets, and ensure user needs are met
  • Strong interpersonal and dispute-resolution skills to effectively deal with a variety of stakeholders both internal and external to the organization
  • Demonstrated problem-solving and decision-making abilities to address complex and diverse systems, which could have a significant impact on patient/client care
  • Ability to communicate effectively orally and in writing at various levels of the organization
  • Demonstrated knowledge and ability to develop quality improvement programs
  • Ability to organize and prioritize own work and that of others in a large-scale, complex, or multiple site environment with 24/7 operations
  • Ability to supervise a large number of staff
  • Ability to operate related equipment, including relevant computer applications
  • Physical ability to carry out the duties of the position

As a consolidated Lower Mainland department of PHC, over 1,500 HIM staff work at more than 40 geographically dispersed locations​ across Fraser Health, PHC, Provincial Health Services Authority and Vancouver Coastal Health. Staff work in service areas including Records Management, Registration Services, Transcription Services & Health Information Exchange, Coding & Informatics Services, and Strategic Planning, Projects & Business Optimization.
