Payroll Manager
The Wiikwemkoong Co-ordinated Financial Services Unit is seeking applications from qualified individuals to apply for the position of Payroll Manager. Working under the supervision of the Band Finance Manager, the Payroll Manager will plan and develop methods and procedures for implementation within the payroll department.
Responsibilities
- Maintains Payroll records and responsible for the computerized payroll system;
- Maintain personnel records, occupations, contracts, and rates of pay of new hires;
- Directs compilation and preparation of other payroll data including pension, employment insurance, incomes taxes and other deductions;
- Interprets WUT policies and government regulations in connection with payroll procedures;
- Directs preparation of payroll reports and analyses payroll for accuracy before extensions are made;
- Formulates procedures for systematic retention, protection, retrieval and disposal of payroll records;
- Evaluates current procedures and practices for accomplishing activities and functions of department to develop and implement alternate methods designed for improvement of work;
- Ensures the timely completion of reports, records, and other documentation;
- Oversees hiring/succession planning assessing staffing requirements filling positions with qualified candidates;
- Ensures payroll employees are well-informed of accounting policies, procedures, and regulations;
- Provides training and development needs and providing assistance and support to staff as needed;
- Conducts performance appraisals with measurable feedback and suggestions for improved performance; and,
- Performs other duties as assigned by the Band Finance Manager.
Qualifications
- Postsecondary education in bookkeeping/accounting/payroll but degree in accounting or finance is preferred;
- Three years previous related experience required;
- Advanced user of Microsoft Excel, experience using Microsoft Word, knowledge of Sage 300 accounting software and / or experience using financial software;
- Familiarity with basic bookkeeping procedures;
- Excellent management, leadership, and human relations abilities;
- Ability to prepare and make comprehensive presentations in meetings; and,
- Ability to communicate with personnel at all levels, band membership in person and over the telephone, Chief and Council, and accounting, legal, government, banking professionals.
