The purpose of the Manager of Policy and Planning is to provide senior level professional advice, support, and assistance to the Director, Deputy Minister and Minister related to planning and policy development and review. To plan, manage, and provide leadership and direction in the work of external consultants and department staff engaged to complete required research, studies, and project analysis for a broad range of projects spanning the full scope of the Department's responsibilities and mandate.
Duties will include but are not limited to:
- Coordinate and guide other department staff in daily activities to meet the Department's objectives and report to the Director of Infrastructure, Policy and Planning;
- Oversee and assign work for the supporting staff of the Policy and Planning division, which includes the Special Projects Engineer and Policy Analyst;
- Participate as a team member in senior management meetings, discussions and decisions with the Division and Department;
- Research transportation issues and policy developments and determine impacts on citizens, stakeholders, department, province, region, and nation;
- Write briefing notes for the Premier, Minister and Deputy Minister detailing Transportation policy issues, providing assessment of potential impacts and advice on position and recommend actions of the Province;
- Assist with verbal briefings for senior management in advance of regular national/regional meetings of Transportation Ministers and Deputy Ministers;
- Lead the development and maintenance of a provincial multi-model transportation plan;
- Collaborate with other governments, shippers, carriers and interest groups to ensure that the interests of PEI are protected in inter-provincial, national and international transportation matters;
- Represent the Department as the liaison on Federal/Provincial/Territorial (F/P/T) Committees that negotiate and develop joint policy related all transportation modes, including road, rail, air, ferry and marine;
- Provide advice to senior leadership relating to the planning, implementation and management of the Rural Public Transit System, as well as leading further development and implementation of the system;
- Maintain accurate financial records; receive invoices and make recommendations for payment;
- Work with counterparts in the other Atlantic Provinces to review and address regional transportation-related issues;
- Other related duties as required.
Minimum Qualifications:
- Bachelor's Degree in engineering, business administration, public administration, science or a related field. A Master's degree in a related discipline would be considered an asset
- Extensive experience in policy and planning.
- Experience with transportation policy and planning would be considered an asset.
- Demonstrated equivalencies will be considered.
- Considerable experience relating to federal, inter-provincial and provincial policy development and review.
- Considerable experience in program planning and development, leadership, community development, working with stakeholder groups and policy analysis.
- Experience with supporting, planning, coordinating and/or implementing public transit systems would be an asset.
- Considerable experience in the use of computer software for the development of reports, presentations, spreadsheets and databases.
- Must have a valid Prince Edward Island Class 5 driver's license and access to reliable transportation
- Must be ready and able to travel for work related meetings (Provincial and National).
- Strong planning, problem solving, creative and organizational skills.
- Strong interpersonal, verbal and written communication skills.
- Strong organization, time management and concentration skills.
- Must provide a current and satisfactory Criminal Records Check (CRC) prior to employment.
- Must provide a current hearing test.
- Must have a good previous work and attendance record.
