The Controllership Policy and Accounting Consultation Branch is looking for a hardworking and driven individual with a passion for public service and technical accounting. As a Senior Financial Analyst, you will be a key member of a dynamic and fast-paced team, leading the implementation of new accounting standards across the government as well as the development and execution of controllership policies (accounting, business finance and control) for the Province to promote effective financial management and accountability. What can I expect to do in this role?

As a Senior Financial Analyst, you will lead and participate in initiatives and provide services: Develop enterprise-wide Controllership Policy
• Apply expertise and experience in accounting, financial management, and internal control assurance to plan, research, analyze, develop (write), and publish controllership policy in collaboration and consultation with stakeholders (clients, partners, and peers) to produce timely, high-quality documents that can be successfully operationalized. Policy work includes development of new policies to support implementation and operationalization of accounting standards, financial stewardship, control assurance, and also includes update of existing policy material.
• Apply a high degree of organization and insight to achieve technically accurate, complete, clear policy and supporting materials (communications, presentations, secondary supporting policy tools/documents). Think big picture (objectives, outcomes) with acuity and attention to detail in a hybrid project and operations environment. Self-motivation and ability to self-edit contribute to success.
• Proactively identify opportunities and drive outcomes to support enterprise controllership objectives.
• Work successfully in a welcoming, diverse, anti-racist, collaborative, fluid, professional environment requiring strong personal and team performance. Provide Controllership Policy Advice
• Use your expertise and expert knowledge of controllership policy to provide advice and support the provision of advice (e.g., identify relevant policy and its application, present a clear, well-evidenced decision). Support the Development/Implementation of Accounting Standards
• Use your expertise and expert knowledge of controllership policy to support the development and implementation of accounting standards (e.g., policy fit/gap, determination of need for policy development). Other Duties
The dynamic nature of our work requires agile professionalism - additional duties may include:
• Special projects, advisory, and representing unit/branch/division at ministry, inter-ministerial and external meetings.
• Program assessment from a controllership perspective (accounting, financial management and internal control).
• Lead/support back office projects/operations to enhance organizational capacity/capability and fulfill operational requirements (e.g., annual attestation that internal controls are functioning as intended).

How do I qualify?

Accounting and Financial Management Expertise

• You have expert knowledge of accounting principles and standards normally acquired through a professional accounting designation. Ideally, your expertise includes Public Sector Accounting Standards (PSAS).
• You have expert knowledge of financial management concepts and principles, ideally in the public and private sectors.
• You have demonstrated the ability to communicate how you have successfully applied your accounting and financial management expertise in controllership or financial management roles to achieve desirable outcomes, such as:
1. Development and successful operationalization of controllership policy
2. Development and implementation of accounting standards
3. Enhancement of governance, oversight, accounting, stewardship or internal control practices
4. Timely, accurate and correct accounting (recording and reporting) in a complex, diverse environment
5. Timely, accurate, correct accounting / financial management advice in a complex, diverse environment

Project Management and Delivery Expertise

• You are proficient and have practical working knowledge of project management theory, structure, tools and approaches.
• You have experience managing staff, setting expectations, working collaboratively and communicating progress and outcomes to clients and management.
• You have demonstrated expertise in achieving successful project outcomes through application of project management principles. Ideally, the experience encompasses planning through completion – on scope, on time, on budget.

Relationship Management and Consultation Skills

• You have excellent communication skills – written and verbal.
• You have proven ability to define and achieve desirable outcomes in structured and unstructured environments through the exercise of political acuity, collaboration, consensus-building, and exercise of authority.
• You have demonstrated expertise in building positive relationships that enable frank discussion and successful identification, analysis and resolution of action items.
