Job Summary:

Parks, Forestry, and Recreation (PFR) is one of the largest divisions in the City of Toronto. We are the keepers of our common grounds – the parks, recreation facilities and natural spaces where Torontonians come together to build community and play, celebrate and explore. In our role as stewards of these spaces, we contribute to the city’s social and environmental resilience by ensuring that our parks, playing fields, recreation centres, ice rinks and pools, along with tree-lined streets, trails, forests, meadows, marshes, and ravines, are beautiful, safe and accessible, that they expand and develop to meet the needs of a growing city, and are filled with vibrant, active, and engaged communities.

Reporting to the Manager, Research and Analytics within the Policy and Strategic Planning Branch of PFR, you will support implementation and growth of advanced analytics capacity by implementing innovative machine learning and spatial data analytics approaches and techniques to large-scale divisional datasets, making recommendations and implementing improvements to the system to optimize computation and storage resources for data, supporting data pipelines, ETLs/ELTs, and statistical and inferential analysis. Through collaboration with corporate partners, you will ensure high performance of large amounts of ETL as well as ELT tasks, report building, analytics, and data visualization support.


Major Responsibilities:

Planning and Coordination within the Team

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Data Analytics and Research Leadership

  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional and other spatial datasets.
  • Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.
  • Investigates and implements cutting edge machine learning techniques to parks, forestry and recreation use cases.
  • Makes recommendations and implements improvements to the system to optimize computation and storage resources for data.
  • Enables access to and leverages datasets by supporting data pipelines, build queries and ETLs/ELTs, and supports statistical and inferential analysis.
  • Develops, implements, and evaluates work plans for divisional data projects and tasks.
  • Explores, analyses, and advises the Project Manager and Manager on the value and applications of, and challenges associated with, emerging datasets.
  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPS-probe data, sensor-based data, social media data, and other large datasets.
  • Conducts peer and literature reviews on novel modelling and analysis techniques in transportation and spatial data science.
  • Establishes and applies best practices in documenting processes, models, analyses, and code.
  • Keeps abreast of the latest research in the fields of land and linear asset management, parks, forestry and recreation and spatial data analytics and machine learning.
  • Serves as a subject matter expert on decisions or questions related to data analytics.
  • Monitors and evaluates the functionality of applications developed at the Division, and makes recommendations for enhancements.

Effective Stakeholder Collaboration, Knowledge Exchange, and Relationship Management

  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.
  • Works with internal and external partners and private sector collectors, disseminators and analysts to collect and analyze data on behalf of the Division.
  • Develops strategies to ensure information is available and accessible for stakeholders including Council, the public, and staff.
  • Attends and presents at conferences and technical working groups, spatial analytics, data analysis, and/or machine learning.
  • Fosters and maintains effective working relationships and networks with divisional staff, other government agencies, and other data science professionals working in parks, forestry and recreation and spatial data science.
  • Ensures compliance with safety and security matters under Occupational Health & Safety legislation and Divisional safety and security policies.

Key Qualifications:

  • Post-secondary education in Civil Engineering, Computer Science, Mathematics, Project Management or a related quantitative field or an approved equivalent combination of education and related experience.
  • Considerable experience with databases and data warehousing including organizing, compiling, manipulating, analyzing and summarizing large datasets.
  • Considerable experience in developing Extract, Transform, and Load processes or statistical and machine learning models and algorithms (Python, SQL, Java, etc.).
  • Experience leading a team of data analysts/scientists, data engineers and other data professionals using matrix management approaches.
  • Experience with large scale data processing software and tools in AWS and Hadoop ecosystem tools (Nifi, Airflow, Hive, etc.).
  • Experience with transactional database environments such as Oracle, SQL Server, Postgres, SAP, IBM Maximo, and Tableau.
  • Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management; and communicate information in a manner that is understandable to a wide range of individuals.
  • Highly developed people leadership skills and ability to coach and support staff development.
  • Highly developed facilitation, problem-solving, and conflict resolution skills.
  • Strategic thinking skills, with the ability to develop recommendations that advance the organization and improve service to the public.
  • Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiative.
  • Exceptional ability to seamlessly distill very technical concepts to business users and vice versa.
  • Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
  • Political acuity with knowledge/leadership in government innovation.
