Job Description - RQ - Business Intelligence Specialist - Senior

Responsibilities:

  • Supports Client’s wide-ranging business information requirements, implementing and supporting business intelligence software solutions
  • Develops and supports customized query applications which analyze key business data
  • Develops and supports guided analysis and drill-down functionality, routine scheduling and notification of report generation, and effective implementation of “opportunity” and “key-trend” alerts.
  • Provides Clients with approach options and tools for managing business-related data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.

 

General Skills:

  • Experience with analyzing data in source systems to identify data cleanliness issues (e.g. missing values, duplicate meanings, and invalid data)
  • Experience with developing feedback processes to fix corrupt data in the source systems
  • Experience with developing data extraction, transformation, and load programs (daily and initial load) functionality on a wide-range of data repositories (relational and multi- dimensional data stores)
  • Experience with developing, implementing and maintaining schedule/dependency logic for Extract Transform Load (ETL) scripts
  • Experience with developing monitoring and error notification processes to ensure data is updated as designed
  • Experience with developing automation extraction, cleansing and load scripts
  • Experience generating research models and reports (scheduled and ad-hoc)
  • Proven troubleshooting and analytical experience
  • Experience in process decomposition/mapping and business process re-engineering and complex data models using UML.
  • Experience in the use of development tools and business re-engineering software
  • Experience in developing enterprise architecture deliverables (e.g. business, logical, and physical models) based on Enterprise Application Processes and Modeling methodology and guidelines

 

Desirable Skills:

  • Knowledge and experience in developing data analysis applications
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Ability to provide expert advice in developing and integrating process and information models to enable identifying and eliminating redundant business processes
  • Experience with developing monitoring and error notification processes to ensure data is updated as designed
  • Hands on experience working with stakeholders to develop and document interface specifications design between Business Intelligence solutions and external applications
  • Extensive experience with conceptual, logical and physical data modelling tools like Power Designer, and Visio.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

  Technical Experience -

 

3-5 years experience in a business analyst capacity, with demonstrated work outlined clearly in:

Data and Statistics:

  • Knowledge of data processing/warehousing and statistical analysis techniques
  • Knowledge of theories, practices, and techniques of economic, mathematical, and statistical theory/analysis, research methods, and procedures to conduct analytical studies and surveys

Tools:

  • Experience with a wide range of methods, tools, and techniques for business analysis such as, but not limited to business functional modeling, business event modeling, business process mapping
  • Demonstrated understanding of software development methodology and life cycle Working Experience with data analysis tools Experience and knowledge working with data in some or all of these technologies: Excel, SQL, R, Python, and/or other scripting languages
  • Experience working with business intelligence tools such as Power BI, Tableau, and/or Cognos,  for both on-premises and cloud solutions where applicable
  • Experience working with Oracle and MSSQL databases
  • Experience with various system testing strategies.
  • Extensive experience with source control and environment management
  • Demonstrated understanding of BA life cycle. This includes awareness of emerging I&IT trends and technologies (Microsoft Azure/Dev-Ops). Build automation experience is an asset
  • Demonstrated Experience with GUI, user interface design, and mock-ups.
  • Demonstrated Experience with Computer Aided Software Engineering (CASE) tools.

Research and Analysis:

  • Knowledge of emerging technologies in data analytics to recommend research, evaluation, and data management tools/ techniques
  • Demonstrated experience with developing business strategies, business process re-engineering
  • Knowledge of regulatory guidelines, policies, practices, and protocols to ensure appropriate reporting and protection of privacy and security of personal information
  • Experience developing strategic and operational frameworks to help ministry partners and internal projects make
  • Knowledge of metrics development methodologies for measuring the effectiveness and efficiency of solutions

Solution Delivery:

  • Technical knowledge to identify and evaluate information technology options, and to conduct complex systems analysis and design for the development of new systems or systems modifications
  • Experience with software development lifecycles and applying them to the development of data analytic products
  • Experience in evaluating and analyzing existing web applications and business intelligence tools for the Accessibility for Ontarians with Disabilities Act (AODA) compliance
  • Conduct and provide technical expertise in complex systems analysis and design, coordinate development of all systems documentation, and develop and oversee testing and implementation of systems and applications
  • Experience with creating documentation such as data dictionary and data source to target mapping; provide feedback/direction to team on how existing documentation can be improved

Data Science and Analysis:

  • You can conduct feasibility studies, and cost and benefit analyses on complex business and systems initiatives, and recommend systems development solutions
  • You have experience conducting data analysis to support research and project teams and prepare data analysis reports
  • You can identify and evaluate sources of data for research purposes, assess and select mathematical/statistical methods, investigate and assess new technologies, and prepare statistical analysis
  • You can document and assess current state processes and recommendations for future state processes based on business and cluster strategic direction
  • You can conduct analysis on business/systems initiatives and recommend solutions to meet business needs and promote overall ministry IT strategies and objectives

 

Core Skills

  • Experience conducting requirements gathering and developing documentation
  • Working knowledge of systems design and development, and related methods, techniques, practices, and standards enable you to analyze and define clients' business and information technology requirements pertaining to data flow and data integration; provide recommendations to business
  • Demonstrates Analytical and problem-solving skills to assess clients' business priorities and needs; to evaluate business and technical design alternatives
  • Ability to work with business and development teams to document system requirements
  • Demonstrated experience with creating Business Cases, Screen Design/User Interface, Business Process Models, Privacy Impact Assessments, Threat Risk Assessments, and Logical architecture artifacts, among other deliverables
  • Demonstrated experience with Business Architecture
  • Working knowledge of technology, data, databases, applications, and networking techniques, tools, and practices enables you to lead the design and development of infrastructure-related projects

 

Project Experience and Techniques

  • Demonstrates lead design experience with technology upgrade/migration projects, and shows acumen in being able to evaluate and determine the best path going forward
  • Demonstrates experience leading discussions with stakeholders to elicit requirements, developing/consulting on options and solutions, and facilitating the resolution of I&IT and Business issues. Ability to drill down on business pain points and determine the right solution, rather than delivering only the item that’s being requested by stakeholders
  • Demonstrates development and design experience with SDLC processes, Agile and Waterfall methodologies

 

Communication Skills

  • Demonstrated experience in solving problems analytically, and making sound decisions based on
  • Experience in negotiating using both verbal and written communication skills and should have worked in a team-based environment with a proven record of meeting deadlines
  • Strong stakeholder engagement, facilitation, negotiation, and consensus building

Public Sector Experience

  • Previous public sector experience in an organization of equivalent size or complexity to the Ontario Public Service
