Job Description - People & Culture Advisor (Human Resources, Part-Time)

JOB DETAILS


Job Title: People & Culture Advisor


Status: Permanent, Part-time (0.6 FTE / 24 hours per week)


Schedule: Between Monday – Friday, 8:00 a.m. – 4:00 p.m.


Location: Halifax, NS or Fredericton, NB


Travel: Occasional travel to regional clinic locations may be required 


 


ABOUT THE NEWLY INSTITUTE


The Newly Institute was founded to provide long-lasting change within the mental health industry, our community, and with our clients. We are leading a paradigm shift in the Canadian healthcare system by building a network of purpose-built mental health clinics across Canada. By fusing a bio-psycho-social-spiritual treatment model with medically managed therapies, our intensive outpatient programs provide rapid access, rapid resolution, and rapid return to work and healthy lifestyle programs for anxiety, depression, addiction, post-traumatic stress disorder (PTSD), trauma, and chronic pain.



We are excited to welcome a People & Culture Advisor to our growing, purpose‑driven organization. This role will be a new addition to our collaborative People & Culture team, where you’ll help shape the employee experience, support leaders, and contribute to a healthy, engaged, and people‑focused workplace grounded in our values of communication, community, excellence, health, and innovation.



WHAT YOU WILL DO 


Reporting to the Director, People & Culture, you’ll provide a wide range of HR support across recruitment, employee relations, talent development, total rewards, and HR operations. This is a collaborative role where you’ll partner with leaders and employees to deliver clear, timely, and people‑centered HR services. 


 


Accountabilities


Employee Relations & Advisory Support:



  • Provide day-to-day HR advisory support to leaders.

  • Respond to employee questions about employment, benefits, and workplace concerns.

  • Support routine employment life cycle changes (status changes, promotions, leaves).

  • Assist with investigations and contribute to resolving workplace concerns.

  • Coordinate departures, offboarding, and exit interviews.

  • Identify and share insights related to culture and engagement trends.



Engagement & Culture:



  • Act as a trusted point of contact for HR-related inquiries.

  • Provide guidance on HR policies, practices, and employee programs.

  • Support initiatives that strengthen engagement, culture, and employee experience.

  • Identify trends and recommend improvements to HR programs and processes.


 


Talent Acquisition:



  • Provide advisory support to leaders on day‑to‑day employee matters.

  • Respond to employee questions about employment practices, benefits, and workplace concerns.

  • Support routine employment life cycle changes.

  • Assist with investigations, conflict resolution, and departure processes.

  • Conduct exit interviews and provide insights from feedback trends.


 


Talent Development & Management:



  • Coordinate learning & development initiatives (training, coaching programs, LMS activities).

  • Support performance management processes, including goal setting and competency frameworks.

  • Assist with employee surveys, data collection, and follow-up activities.

  • Contribute to continuous improvement of HR programs.


 


HR Operations & Total Rewards:



  • Ensure HR documentation, policies, and practices align with standards and regulatory requirements.

  • Support group benefits administration.

  • Assist with job evaluations, compensation benchmarking, and salary administration.

  • Track incentive programs and conduct routine HR reporting and audits.


 


Other responsibilities related to the role and scope of work may be assigned.



WHAT YOU BRING


Experience



  • Minimum 5+ years of progressive HR experience, ideally in a clinical or healthcare setting.

  • Strong background in recruitment, HR advisory support, and employee relations.

  • Experience with HRIS administration.


Equivalent experience may be considered.


 


Education



  • A post-secondary diploma or degree in HR, Business, or related field. 

  • CPHR designation (or working toward it) is preferred; CHRP/CHRL (Ontario) is considered an asset.


  


Technical Competencies


Proficiency in the Microsoft Office Suite, including Word, Excel, Outlook, Teams, and SharePoint is required. Experience with HRIS systems (any platform). 


 


Background Check


Offers are conditional, subject to a clear police background check and credit check.
