The Senior Finance Officer will be responsible for supporting the Finance and Operations Director in the preparation of the Budgets and Projections, responsible for all financial transactions in the accounting system, producing financial reports for donors and HQ operations and finance management, reviewing aging advances, reconciling general ledger accounts monthly, and reviewing expenses monthly. She/he will support the financial monitoring of subawards during year 3.

Essential Duties and Responsibilities

  • Produce timely financial reports and projections of expenses and cash, to present to the Finance and Operations Director for review and approval.
  • Assists the Finance and Operations Director in the development of budgets and narratives for Pact proposals.
  • Responsible for monitoring the aging of advance payments to employees, partners and third party.
  • Responsible for the performing of the monthly Balance Sheet Reconciliation.
  • Provide timely support to queries from other project members, Pact DR Projects team, and Pact headquarters.
  • Establish and monitor the system for archiving the Accounting and Finance files/documents, including the maintenance and compliance of the files.
  • Ensure good accounting and financial practices within the project and ensure compliance with USG, USAID, and Pact policies and procedures.
  • Assist directly the Finance and Operations Director in developing and updating financial policies and Pact’s accounting procedures.
  • Develops projections of expenses, cash, USAID accruals, forecasting, in coordination and supervision of the Finance and Operations Director.
  • Monitor the effective execution of the budget of Pact DR projects, through the preparation of the Pipeline (burn rate) and update of monthly projections.
  • Prepares deliverables related to headquarters, donors (USAID and PEPFAR) or the management including monthly reports to USAID, the Field Asset Database, VAT, etc., at the request of the Finance of Operations Director.
  • Responsible for the monthly/annual presentations, and payments of the Taxes and declarations to the Dominican Government Tax authorities including the ITBIS, IR17, IR3, TSS and ASFL.
  • Accountable for the payroll of Pact DR staff monthly, ensuring the accuracy of the calculation’s withholdings, employer contributions and discounts, as well as the payment of overtime. Makes the journal entries required monthly, including the monthly payroll, the accumulations, and retentions, (LOE) Timesheets.
  • Responsible for carrying out the Monthly Group Allocation process.
  • Responsible of producing the month end financial reports, for the review and approval of the Finance and Operations Director.
  • Perform monthly bank reconciliations, for review and approval of the Finance and Operations Director.
  • Develops competency in the local partners.
  • All other duties as assigned.

Education and Experience:

Master’s degree and 6+ years relevant experience or equivalent combination of education and experience.

Other local education and experience: Bachelor’s and 8 years of experience in a related field such as business administration, finance or accounting and financial management experience.

Additional Qualifications:

  • Experience in managing funds from USAID-funded programs; or the government of the United States.
  • Knowledge of word processing, spreadsheets (Excel) and databases.
  • Analytical skills.
  • Writing and oral presentation skills, including fluency in English. Interpersonal communication skills (verbal and written).
  • Ability to perform and prioritize multiple tasks and adapt to changing priorities.
  • High degree of professionalism and ability to deal sensitively with the material confidential.
  • Critical thinker with a proactive approach to problem solving.
  • Ability to work independently, to perform and prioritize multiple tasks, high attention to detail.
  • Ability to establish and sustain interpersonal and professional relationships with Pact staff, donor organizations, and peer organizations.

Preferred Qualifications:

  • Creole, preferred.
  • Experience overseeing and coordinating with international field offices preferred.
