Job Description - Passionate and experienced HQ Senior Humanitarian Manager

If so, you may be our new HQ Senior Humanitarian Manager in our International Team.


The International Team is composed of 7 Programme Managers (PM), including MEAL and institutional fundraising. The PMs are based in Denmark, Belgium and Tajikistan and support our country offices and partners to help vulnerable children, families and communities in need to lift themselves out of poverty and marginalization.  We believe that local actors play a leading role in the activities within their communities, nationally and globally.



The Job


The main purpose of your role is to provide support and strategic advice to Mission East Leadership on key strategic developments within programming and policy areas, while overseeing the Ukraine project portfolio and partnerships, managing implementation and reporting on specific projects within organisational and donor standards.



As HQ Senior Humanitarian Manager, you will contribute , in close cooperation with the Secretary General, to the work concerning global partnerships, strategy & advocacy, hereunder:



  • Identify areas for advocacy and oversee/roll-out evidence-based advocacy tasks.

  • Identify new opportunities and support new global partnerships and initiatives.

  • Contribute to developing the organisation's strategy, including thematic & country strategies or policies, while overseeing team strategies to ensure their coherence with overall agency strategy and timely review based on evaluations, emerging trends, and lessons learned

  • Support the team in the development of the Mission East’s application for the next round of the Strategic Partnership Agreement 2027-2031 with the Danish Ministry of Foreign Affairs, including involvement in writing parts of the proposal as requested.

  • Participate in relevant thematic networks and working groups.


Mission East has worked in Ukraine since 2022 and opened an office in Mykolaiv in 2023. (Aarsrapport_2023_final.pdf (missioneast.org)).
You will assume the overall Ukraine Programme Management, Monitoring & Reporting to start with, which means:



  • Oversee Mission East programming in Ukraine and support the development of country strategies, Theory of Change, Budgets etc.

  • Provide line management of the Country Director, overseeing and supporting the work in the field as needed.

  • Liaise with private sector partners in country and provide support to the progress of the current country business programme.

  • Lead the institutional donor resource mobilisation for the country programme with a view to grow the portfolio in the coming years.

  • Support the whole programme cycle in assigned country, working together with partners to ensure deliveries and impact, ensuring value for money, managing budget and reporting on program progress and outcomes to donors and internal and external stakeholders.

  • Support security and safety monitoring and management.


You will also be expected to:



  • Represent Mission East to donors, private sector partners, networks and at external events.

  • Oversee, coordinate and contribute to proposal writing processes, ensuring compliance with ME and donor standards.

  • Support knowledge and internal/external information sharing, contribute and review inputs for Engagement team, Annual Report etc.

  • Carry out other duties, which may or may not be related to the job, as reasonably requested.


You will refer to the International Programme Director and work closely with the Secretary General and the whole team.



You


We expect you to have:



  • A Master level degree in International Development, Humanitarian Studies, Social/Political Sciences, or a related field.

  • A solid track record of working in the humanitarian sector with extended experience in management of development and/or relief programmes, covering all phases of the programme cycle from needs analysis to evaluation.

  • Some years posted in the field, working with development or humanitarian responses, preferably including former Soviet Union, Middle East, Afghanistan or fragile African countries.

  • Successful experiences in donor relationship, management and reporting, and strong record of institutional donor resource mobilisation. Experience with private sector partners and blended finances is an advantage.

  • Solid experiences in developing strategies/policies and evidence-based advocacy.


You should demonstrate:



  • Excellent communications skills and cross-cultural sensitivity with the ability to work with colleagues and partners with diverse skill levels, language levels and perspectives (often through remote communication).

  • That you are a People person who is good at creating overviews and thrive in non-formal people management, promoting ideas, supporting changes and leading both horizontally and up.

  • Strong problem-solving abilities, logical analysis skills and a constructive attitude.

  • Thrive on a variety of tasks, proactive, highly organised and able to work independently.

  • A flexible and easy-going behaviour, good at giving and receiving feedback to learn and grow.

  • Your commitment to the vision and values of Mission East.


Finally, you are:



  • Proficient in spoken and written Danish and English as minimum. Other language skills is an advantage – especially Ukrainian or Russian.

  • Able to travel to the field up to 8 weeks / year.

  • An open contract under the Danish Employment Act with 30 days’ vacation, a pension scheme incl. 11% employer’s contribution and health insurance.

  • Flexible working hours at our office in Hellerup with fixed hours from 10 to 15 and the possibility to work from home up to six working days per month (Thursday and/or Friday).

We expect to hold the 1st Interviews on Monday 16 June, the 2nd interview on Friday 20; successful candidates will an assignment of about one hour and a personal assessment to fill between the two interviews. The feedback on personal assessment is planned on Thursday 19.
