Purpose
The Work Permit Coordinator (WPC) do ensure that all work permits are reviewed and verified and managed correct and efficiently according to the PtW process established. Furthermore that the Permit To Work (PtW) system is maintained in a strict structure and in full compliance with health, safety, and environmental (HSE) standards defined and for the involved parties to be in control. The role involves ensuring a strict structure and processes to be followed when assessing the work activities planned for by the contractors. This will normally also involve identify potential hazards from the perspective of the contractor and the client, issuing permits, and verify that all safety measures are in place before work begins.
The WPC works closely with Construction Management, Site Safety Coordinators (SSC-B), Line Manager, foreman and employees with the Contractors, and stakeholders in Client Operation & Maintenance to secure a safe and compliant set-up fulfilling local legislation, EU directives, and client-specific requirements.
Tasks and Responsibilities
* Permit-to-Work (PTW) Management
* Ensure full compliance with the PTW process in close collaboration with contractors, SSC-B, and the Construction Manager.
* Verify that PTW forms and supporting documentation (e.g., P&IDs, WPAs) are complete and accurate.
* Maintain an updated PTW board for each work area and reflect daily tasks and permit statuses.
* Train and support contractors in completing PTW documents understanding the roles and responsibilities.
* Assist in Lockout/Tagout (LOTO) procedures during construction, MC (Mechanical Completion) and commissioning.
* Health, Safety & Environmental (HSE) Coordination
* Ensure alignment with EU Directive 92/57/EEC and national HSE legislation supporting the contractors to be in control of their work activities and the client coordinating activities in common areas..
* Oversee and structure hazardous activities pro-actively to support SSC-B to coordinate activities in the common areas.
* Suspend unsafe work and coordinate corrective actions when required.
* Support updates of the Site Specific Safety Plan (SSSP) and Site Specific Logistic Plan (SSLP).
* Site Coordination & Compliance
* Conduct start-up meetings / presentations regarding PtW process with contractors before mobilization.
* Ensure PtW system training for all contractor personnel prior to mobilization and site access.
* Verify that contractor process is aligned with client pre-qualification requirements.
* Participate in toolbox talks, safety walks, and compliance audits.
* Monitoring, Reporting & Documentation
* Maintain safety documentation and work permits, and construction P&ID.
* Analyze safety issues, report trends, and propose corrective measures.
* Ensure accurate reporting of incidents, near misses, and good catches.
Required Skills and Qualifications
Education & Certifications:
* Professional certifications such as Working Environmental Coordinator, CSP, NEBOSH, IOSH, or OSHA.
Industry Experience:
* Solid knowledge of HSE regulations (e.g., Working Environmental Group, Working Environmental Coordinator OHSAS 18001, ISO 14001).
* Proven experience with the permit-to-work process.
* Previous roles within the offshore-, renewable- or pharma construction industry.
Skills & Competencies:
* Strong organizational and coordination skills.
* Effective communicator with both technical teams and clients.
* Ability to enforce processes and procedures and foster a strong safety culture.
* Analytical mindset for evaluating trends and risks.
* Proficiency in HSE software and data management systems.
Languages: English fluency required; Local language is an advantage.
