Job Description - (Senior) Talent Management Officer

This position is based at our Luxembourg headquarters and requires regular office presence.  The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The  EIB , the European Union's bank, is seeking to recruit for its  Human Resources Directorate (HR) – Talent and Culture Department (T&C) – Talent Development and Culture Division (TD&C) - Talent and Mobility Management Unit (TMM)  a (Senior) Talent Management Officer *. 

This is a full-time temporary position at grade 5/6.

The term of this contract will be 1 year;  as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Purpose

The Talent and Mobility Management unit is one of the centres of expertise in the Talent Development and Culture Division. Together with colleagues in the division working on learning and development, performance, career guidance, DEIB (diversity, equity, inclusion and belonging) and organisational culture, you will contribute to developing and deploying critical skills and capabilities and creating the organisational culture for the EIB to successfully deliver on strategic priorities.

The focus of the role will be on supporting the implementation of talent review process including the implementation of the Oracle Talent Suite.

Operating Network

In this position, as a member of the talent team, you report to the Head of Unit and work together with the colleagues in division and all HR.

Accountabilities

  • Represent the talent team in the Oracle Talent Suit implementation project.
  • Designing new and proposing improvements to the existing talent development and internal mobility policies.
  • Measure the value of different talent interventions.
  • Contribute to transversal projects within the Division and Department.

Qualifications

  • University degree (minimum an equivalent to a Bachelor).
  • Minimum 5 years of relevant professional experience.
  • Genuine interest in HR matters, in particular talent, development, leadership.
  • Experience with HR systems implementation, hands-on experience with the Oracle Talent Suite will be considered an advantage.
  • Excellent understanding of talent management processes and policies. Experience in creation and implementation of the talent management policies will be considered an advantage.
  • Excellent communication and facilitation skills. Change and stakeholder management experience will be considered an advantage.
  • Excellent data analysis skills and knowledge of standard MS Office tools.
  • Good understanding of EIB’s mission, objectives and business activities.
  • Communication: Ability to effectively communicate thoughts and ideas across different channels to achieve targeted results with a variety of audiences.
  • Policy development skills: Ability to develop policies or instruments / products/ services supporting the achievement of strategy of the directorate in relation to the corporate objectives of the EIB would be considered an asset.
  • Excellent knowledge of English and/or French with a good command of the other. Knowledge of other EU languages would be an advantage.
