Job Description - Lead Owners Representative

We are currently looking for a freelance EU national, or individual with the right to work in Finland, for a project starting in August/September. Initial duration is 1-2 years, extendable.

Exact location in Finland to be shared seperately.

Job Purpose:

Preconstruction

  • Work with GC to create and establish the Master Project Schedule, based on the Critical Path and key milestones. (P6 cost/resource loaded schedule)
  • Work with the Client and Commercial Team to Create and establish the Master Project Budget, including soft costs and hard costs, bonds, insurance, contingencies, allowances, etc.
  • Support Contractor pre-qualification, bid solicitation, bid analysis and recommendations
  • Support Contract negotiation, typically in concert with the Client’s PM, Commercial Team and Legal Counsel, including establishment of all GC “business terms” including mark-ups, fees, insurance, labour rates, escalation, etc.
  • Coordinate Design Team activities supporting Client PM
  • Ensure AE is completing the complete list of City and/or other Authority approvals process, permitting, etc and tracking the same
  • Coordinate Constructability review of project documents with the GC (and the GC’s sub-contractors as appropriate).
  • Coordinate the gathering of cost estimates from subs and other vendors for scope gaps/changes
  • Coordinate Value Engineering efforts during the design and procurement phase
  • Support the Client’s Commercial and PCG teams to prepare Cash Flow projections on a monthly basis
  • Assist Client and the Client’s team in identifying, scoping, buying-out and scheduling of all Owner-direct vendors and consultants

Construction – managing the works of the discipline specific OR’s

  • Manage General Contractor and other directly contracted vendors on the ground
  • Manage Cost / Change Control, including change order review, negotiation, & recommendations, delay analysis
  • Coordinate Value Engineering efforts during the construction phase
  • Work with the Client’s commercial and PCG team to develop Budget Management and Tracking
  • Liaise with the Client’s schedule management team to provide Schedule monitoring, tracking and analysis
  • Work with the Client and GC Document control teams to track and coordinate addenda, bulletins, new drawing sets, clarifications, etc
  • Ensure QA/QC is being followed and report any issues/gaps to the appropriate supplier and/ or Client PM
  • Work with the Client’s Commercial and PCG teams to ensure Invoices / Payment Applications are processed, tracked and reported
  • Tracking of all key project documents, including submittals, RFI’s, change orders, invoices and payments, lien releases, etc
  • Coordination and management of all Owner-direct vendors, and consultants

Close out / Fit Up

  • Initiate close out process prior to project completion, typically two to three months in advance
  • Establish close out documentation requirements with the Client’s document controller. Collect and track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
  • Assist with City and/or other Authority final inspections and occupancy process.
  • Manage punch list, substantial completion and final completion process with the GC and their Subs
  • Work with the Client’s commercial and design teams to negotiate, resolve and close out any outstanding change orders, quality issues or disputes
  • With the Client’s commercial team, Process and track any final invoices, payment applications, retention payments, etc
  • Liaise with the Client’s commercial and PCG teams to prepare and submit final project accounting and budget
  • Assist the Client in scheduling, coordination and management of all Owner-direct vendors, consultants.

Requirements/Background:

  • Key areas of responsibility: Coordination of work of the other discipline specific OR’s, the construction activities and primary liaison with client team
  • Health and Safety Objectives: Provide visible H&S leadership on site and with client, consultant and contractor’s teams
  • Technical Skills: Ability to coordinate the work of other discipline specific OR’s to achieve the objectives set by the client
  • Skills / Knowledge Required: In-depth understanding of large-scale technical projects and construction techniques. Ability to manage technical disciplines.
  • Experience / Qualifications: Data Centre new build and refurbishment experience, preferably on hyperscale builds
