Policy Analyst

The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD. It supports countries to promote good governance and democracy through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.

The Regulatory Policy Division (REG), within GOV, serves as the Secretariat of the OECD Regulatory Policy Committee (RPC) and helps governments adopt and effectively use good regulatory practices in support of their policy goals. REG develops standards and guiding principles, facilitates policy dialogue, generates comparative data, and assesses and assists countries’ regulatory policy frameworks.

To support its work, the Division is looking for Policy Analysts to contribute to its work stream on regulatory policy for global challenges. The work stream focuses on ensuring fit for purpose regulatory policy and practices to equip countries as they tackle current and emerging global phenomena, such as the digital and green transitions. This includes the implementation of the Recommendation on International Regulatory Co-operation to Tackle Global Challenges and the Recommendation on Agile Regulatory Governance to Harness Innovation, and on-going work on Quality Infrastructure and the Better Regulation in the Digital Age (BRIDGE) initiative. The post will require regular travel to OECD Member and non-Member countries.

Main responsibilities

Policy research, drafting and analysis

• Contribute to and develop work of the Division advancing agile regulatory governance and international regulatory co-operation across OECD Member and non-Member countries, in support of relevant OECD Recommendations and the Better Regulation in the Digital Age (BRIDGE) initiative.  
• Undertake analytical research, including reviews of the academic and policy literature, peer reviews and benchmarking exercises, preparation and implementation of interviews and qualitative and quantitative data analysis. Through research and analysis, grow the knowledge of the division in relation to the regulation of digital technologies, such as AI, and the opportunities to apply digital tools to regulatory policy.
• Formulate policy recommendations and normative guidance, taking into account best practices in OECD countries.
• Lead the drafting of key documents such as country/multi-country reviews, policy papers and briefs, reports providing analysis and proposing tailored policy.
• Prepare, negotiate and support the delivery of technical assistance projects for OECD and non-OECD countries, including at national and sub-national levels and with sectoral regulatory agencies.
• Review and coordinate contributions from experts ensuring consistency, quality and alignment.

Communication, liaison and representation

• Represent the OECD in relevant events, delivering impactful presentations and actively promoting OECD analysis through relevant channels. 
• Contribute to the production and dissemination of analytical papers, reports, and key findings, in an effective and innovative way, ensuring quality control and accessibility for relevant audiences.
• Develop a strong network with other divisions of the OECD, officials in member and non-member country administrations, National Statistical offices, other international organisations, non-governmental organisations and academics in the wider research community to drive forward the measurement and policy agenda on trust.
• Develop engagement with the BRIDGE initiative and manage the BRIDGE Expert Group meetings, including growing the group and ensuring linkages with other OECD bodies e.g. the Regulatory Policy Committee and other substantive OECD level I bodies.
• Support the planning and implementation of the Division's Programme of Work.
• Prepare briefs and speeches for OECD management, as requested.
• Stay abreast of issues related to digital regulation and, as well as in the broader public governance field and ensure, as appropriate, the Directorate’s involvement in OECD wide initiatives.

Team and resource management

• Supervise and coordinate a small, multicultural team of staff in the delivery of the above deliverables, ensuring high quality and timely delivery.
• Lead on above workstreams and project management on country support projects.
• Contribute to outreach and awareness raising of team activities, and the development of the work programme.

Ideal Candidate Profile

Academic background

• An advanced university degree or equivalent qualification in economics, political science, public administration, law, computer science, or related digital disciplines, with a strong foundation in quantitative analysis.

Professional background

• A minimum of five years of professional experience in the research and analysis of regulatory policy, with experience of digital and innovation policy and activities, in public and/or private sector bodies. 
• Proven experience in developing, negotiating and managing complex projects that require liaising with relevant internal and external stakeholders and presenting their work in a compelling way.
• Excellent drafting skills and a capacity to produce high-quality analytical and policy-oriented work and draft clear and concise reports. 
• Demonstrated capacity to work strategically and creatively, as part of a multicultural team.
• Proven experience in statistical quantitative analysis, data visualisation, design and implementation of expert and population surveys would be an advantage.
• Experience in managing small teams.

Core Competencies

• OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2). 
• There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. 
• Knowledge of another language (especially of Arabic and/or Spanish) would be an asset

Contract Duration

• This vacancy will be used to fill multiple positions.
• The appointment type (Fixed-Term or Open Ended) will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
• Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

What the OECD offers

• Depending on level of experience, monthly salary starts at 7955,19 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information

• This position is graded PAL6.
• Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in August 2025, and panel interviews are planned in October 2025.
