The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD. GOV supports countries to promote good governance and democracy through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.
The Methodology for Assessing Procurement Systems (MAPS) Secretariat is hosted by the OECD within GOV. MAPS is the internationally recognised tool to analyse the procurement system of a jurisdiction, and it may be applied at any level of government, in any country irrespective of income level or development status. MAPS assessments are carried out by organisations (OECD, multilateral development banks, among others) at the request of interested countries as well as by countries themselves. The lead institutions that carry out MAPS assessments submit the assessment reports to the MAPS Secretariat for quality assurance and dissemination. MAPS assessments provide in-depth information about public procurement systems across the world.
The MAPS Secretariat oversees the implementation of the work programme approved by the MAPS Steering Committee and reports to it. For administrative purposes, the Head of the MAPS Secretariat reports to the Director of GOV. The official languages of the MAPS Secretariat are English, French and Spanish.
