JOB OVERVIEW
As the Technical Director, you will lead a team responsible for ensuring the development of the concept of operations and maintenance of the future G0A4 metro line, deriving its requirements and ensuring the operator functionalities are integrated into the design during the project delivery phase. You will ensure that the project is running under the proper assurance processes and technical governance participating in each phase of the validation and verification cycle.
KEY RESPONSIBILITIES
Engineering Authority Leadership:
- Serve as the Engineering Authority for the railway operator, ensuring all design activities meet operational, safety, and maintainability requirements.
- Ensure integration of O&M requirements into the design development process across all systems (rolling stock, signaling, power, track etc.).
- Review and approve technical design packages, specifications, and engineering deliverables from an operations and maintenance perspective.
- Lead technical governance as part of the RIM and RTO scope and participate in decision-making forums, including design reviews and technical working groups.
System Assurance:
- Develop and implement the Engineering Management System Framework (EMSF) as part of the franchisee’s SMS
- Lead the Systems Assurance strategy, including RAMS (Reliability, Availability, Maintainability, and Safety), cybersecurity, human factors, and interface management.
- Ensure that safety cases and assurance documentation are developed and maintained in accordance with local regulations and operator SMS and EMSF.
- Oversee the integration of systems assurance activities with the overall project assurance plan.
- Support the regulatory bodies with required documentation and evidence.
- Oversee the verification and validation (V&V) processes for all systems and subsystems.
- Ensure technical risks are identified, mitigated, and documented.
Technical Assurance
- Lead the Technical Assurance reviews and ensures the adherence to the EMSF by the Authorized Design Organizations (ADO)
- Conduct audits of the ADOs during the design development phase of the project
- Ensure traceability of requirements from O&M concept documents through to detailed design and into testing and commissioning.
Resources Management:
- Ensure coordination and resources management with the integration management team for the deployment of O&M experts
- Provide visionary leadership and direction to the technical team, fostering a culture of collaboration, innovation, and accountability.
- The technical director will be required to work closely with the Rail Safety and Accreditation team to ensure adherence to the Franchisee SMS.
- Master’s degree or bachelor’s degree, preferably in Mechanical Engineering, Electrical Engineering, Transport/Railways or a related field. Advanced technical degree or professional certification.
- 10 to 15 years of experience in railway project delivery from an asset/project owner organization on G0A4 projects with track record of leadership and achievement in the public transport sector.
- Strong technical expertise in transport infrastructure, rolling stock systems, and maintenance practices, with knowledge of relevant regulations, codes, and standards.
- Excellent leadership, communication, and interpersonal skills, with the ability to motivate and inspire cross-functional teams and stakeholders.
- Proficiency in project management tools, budgeting software, and asset management systems.
- Commitment to safety, quality, and continuous improvement in engineering and maintenance operations.
- Knowledge of relevant regulations, standards, and best practices in public transport planning, operations, and safety.
