Verwaltungsfachkraft für Ausschreibungen im öffentlichen Sektor (m/f/d)

• Identification and analysis of relevant tenders and award procedures in the public sector using common tender platforms and other information systems
• Review and evaluation of tender documents with regard to feasibility and requirements in coordination with internal contacts
• Preparation and creation of complete tender documents in cooperation with internal specialist departments and their quality assurance
• Coordination of the entire tender process, including compliance with all deadlines and (formal) requirements (bid management); Ensuring that bids are submitted on time
• Communicating with clients, authorities and internal contacts to clarify open issues
• Supporting contract review and ensuring compliance with procurement law regulations
• Coordinating and clarifying contractual issues with representatives of the internal legal department
• Maintaining and documenting tendering processes in internal systems and databases
• Optimizing internal processes in the area of award and tender processing - in particular maintaining files with recurring and standardized tender documents

• Identifikation und Analyse von relevanten Ausschreibungen und Vergabeverfahren im öffentlichen Sektor mittels der gängigen Ausschreibungsplattformen und anderer Informationssysteme
• Prüfung und Bewertung der Ausschreibungsunterlagen hinsichtlich Machbarkeit und Anforderungen in Abstimmung mit internen Ansprechpartnern
• Vorbereitung und Erstellung vollständiger Angebotsunterlagen in Zusammenarbeit mit internen Fachabteilungen sowie deren Qualitätssicherung
• Koordination des gesamten Ausschreibungsprozesses, inklusive Einhaltung aller Fristen und (formaler) Vorgaben (Bid Management) ; Sicherstellung der fristgerechten Angebotsabgabe
• Kommunikation mit Auftraggebern, Behörden und internen Ansprechpartnern zur Klärung offener Fragen
• Unterstützung bei der Vertragsprüfung und Sicherstellung der Einhaltung vergaberechtlicher Vorschriften; Abstimmung und Klärung vertraglicher Fragen mit Vertretern der internen Rechtsabteilung
• Pflege und Dokumentation von Ausschreibungsprozessen in internen Systemen und Datenbanken
• Optimierung interner Prozesse im Bereich der Vergabe- und Ausschreibungsbearbeitung – inbesondere die Pflege von Ablagen mit wiederkehrenden und standardisierten Angebotsunterlagen

• Completed studies in the public administration sector, commercial sector or a comparable qualification
• Several years of professional experience in public tenders and award procedures
• Sound knowledge of public procurement law (GWB, VgV, UVgO, VOB) and contracts in the public sector (EVB-IT)
• Confident handling of tendering platforms and electronic procurement systems as well as common Office applications (Word, PowerPoint, MS Teams, etc.)
• Basic knowledge of the IT sector would be an advantage
• Structured, independent and conscientious way of working
• Very good written and spoken German language skills
• Strong communication and organizational skills

• Abgeschlossene Ausbildung im öffentlichen Verwaltungsbereich, kaufmännischen Bereich oder eine vergleichbare Qualifikation
• Mehrjährige Berufserfahrung im Bereich öffentlicher Ausschreibungen und Vergabeverfahren
• Fundierte Kenntnisse des Vergaberechts (GWB, VgV, UVgO, VOB) sowie des Vertragswesens im öffentlichen Sektor (EVB-IT)
• Sicherer Umgang mit Ausschreibungsplattformen und elektronischen Vergabesystemen sowie den gängigen Office Applikationen (Word, Powerpoint, MS Teams, etc.)
• Basiswissen über den IT Bereich wäre von Vorteil
• Strukturierte, selbstständige und gewissenhafte Arbeitsweise
• Sehr gute Deutschkenntnisse in Wort und Schrift
• Hohe Kommunikations- und Organisationsfähigkeit
