Job Description - Senior Manager (Public Relations and Social Media)

Create Hong Kong

Salary: $75,585 per month

Entry Requirements: Candidate should have/be:
(a) a bachelor’s degree from a university in Hong Kong, or equivalent, in Communications, Marketing, English Language, Chinese Language, Translation or a related discipline;
(b) Level 3 or above in both Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent [Note];
(c) a minimum of 10 years of relevant post-qualification work experience in the field of media, public relations, advertising or marketing communications, and with at least three years’ experience at managerial level or above. Experience in digital marketing or in Government / quasi-government bodies / public service sector will be an advantage;
(d) high standard of writing skills in both English and Chinese, excellent command of spoken English, Cantonese and Putonghua;
(e) sound knowledge of application software, including English and Chinese word processing, Excel and PowerPoint. Knowledge of video-shooting equipment and software will be an advantage; and
(f) detail-oriented, self-motivated, persuasive, able to work independently and under intensive pressure and tight deadlines, with excellent problem-solving, analytical, organisational and interpersonal skills.

[Note: For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.]

Note: Create Hong Kong (CreateHK) is a dedicated office set up under the Culture, Sports and Tourism Bureau (CSTB) to lead, champion and drive the development of the creative economy in Hong Kong. It will be restructured as Cultural and Creative Industries Development Agency (CCIDA) to proactively promote the development of arts, culture and creative sectors as industries under the industry-oriented principle. The office is looking for a suitable candidate to fill the position of Senior Manager (Public Relations and Social Media) in CCIDA.

Duties:

(a) To assist Head (Public Relations and Social Media) in implementing policies and strategies for the overall promotion and marketing of the Cultural and Creative Industries Development Agency (CCIDA) and the creative industries in Hong Kong;
(b) To implement projects and activities under the agreed policies and strategies to promote and market CCIDA and the creative industries in Hong Kong, including but not limited to above-the-line and below-the-line marketing and social media campaigns; to maintain CCIDA’s social media accounts (including the existing social media handles of Create Hong Kong/CCIDA and any other new ones to be developed for CCIDA), and to respond to media and public enquiries or feedback on social media and rebut allegations on social media in a timely manner;
(c) To prepare content and liaise with design and printing/production houses for production of various kinds of marketing and social media materials for CCIDA; to liaise with Culture, Sports and Tourism Bureau (CSTB) and other Government bureaux/departments for promotion of CCIDA and CCIDA’s projects or activities on various channels; and to coordinate with IT Team of CCIDA to operate CCIDA’s websites, and synchronise and timely update the contents of the websites;
(d) To advise and support CreateSmart Initiative (CSI) fund recipients in devising and implementing publicity programmes for approved projects, and to draft or edit the publicity materials prepared by CCIDA or CSI fund recipients for these approved projects;
(e) To co-ordinate protocol and logistical support to senior officials of CSTB and CCIDA for attending/officiating at events and attending media interviews, and liaise with Secretariat Press Office of CSTB and Information Services Department for all press-related matters;
(f) To supervise Manager (Public Relations and Social Media ) in carrying out administrative and promotional duties; and
(g) To perform other duties as assigned.

Note:
(1) Subject to the exigency of services, the appointee may be required to work irregular hours and overtime, including Saturday, Sunday and Public Holiday.
(2) Shortlisted candidates will be required to attend a written test and an interview.

Terms of Appointment: Successful candidate will be employed on non-civil service contract terms for 24 months.

Fringe Benefits A gratuity may be granted at the end of contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Ordinance (Cap. 485), will be equal to 15% of the total basic salary received during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, sick leave, etc., where appropriate, will be granted in line with the provisions in the Employment Ordinance.
