Job Description - Contract Public Relations Manager

Recruitment Unit

Salary:  HK$54,805 per month

Entry Requirements: Candidates should have: (a) a bachelor's degree from a university in Hong Kong, or equivalent, preferably in Communications, Marketing, Business Administration, Public Relations, Journalism or other related disciplines (Note 1); (b) met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent (Note 2); (c) at least 7 years' post-qualification relevant experience in the fields of journalism, publicity or public relations; (d) good English and Chinese writing skills and fluency in spoken English and Chinese, proficiency in Putonghua is an advantage; (e) good interpersonal, communication and negotiation skills; (f) familiar with PC applications such as MS Office and Chinese Word Processing; and (g) working experience in the government is preferred.

Note: Note 1: Holders of academic qualifications other than those obtained from Hong Kong institutions/ Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualification. They should attach copies of their official transcripts and certificates of studies to their applications.

Note 2: The results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 2 in the UC paper of the CRE.

Level 5 or above in English Language of the HKDSEE; Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the UE paper of the CRE.

An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the 2-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

Duties: A Contract Public Relations Manager is mainly deployed to (a) plan, implement and manage public relations activities including but not limited to coordinating with relevant stakeholders to promote water conservation and increase public awareness of water conservation; (b) plan, implement and manage a series of public celebration activities of the 60th Anniversary of DongJiang Water Supply to Hong Kong; (c) lead Public Relations teams and collaborate with consultants and vendors to deliver the tasks related to (a) and (d) carry out any other public relations duties as directed by senior officers. (Note: Contract Public Relations Manager may be required to work irregular hours and outdoors.)

Terms of Appointment: The successful candidates will be appointed on non-civil service contract terms for a period of one year. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Fringe Benefits A gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
