Job Description - Hospital Administrator II

Department / Hospital / Cluster :
(1) Administrative Services Division, Pamela Youde Nethersole Eastern Hospital / Hong Kong East Cluster; 
(2) Cluster Quality and Safety Office, Hong Kong East Cluster
Pay : HK$33,145 to HK$64,491 (HGPS Point 13 to 27) per month including Monthly Allowance
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Key Responsibilities:
Assist the Hospital Management and Senior Hospital Administrators in the day-to-day managerial and administrative functions in one or more of the following areas:
1. Annual Planning and Performance Monitoring
2. Business Support Services
3. Environmental and safety management
4. Emergency Preparedness including contingency planning, communication and coordination during emergency situations
5. Executive and Secretariat Support to Boards and Committees
6. Facilities Management
7. General Administration 
8. Health Information and records management (including patient registration services, release of information and records management)
9. HKEC Training Centre for Healthcare Management & Clinical Technology
10. Legislation and Compliance
11. Project planning and management
12. Procurement and Materials Management
13. Public Affairs including media and community relations 
14. Public Feedback Management, Incident Management and Quality Improvement Activities 
15. Any other duties as assigned by supervisors

Entry Requirements:
1. A degree from a Hong Kong University; or equivalent; and
2. Fluent Cantonese and good written Chinese. Preferred Attributes / Exposure:
1. Good written and spoken English. At least Grade C in Syllabus B in English Language of HKCEE OR Level 3 in English Language of HKDSE; or equivalent.
2. Formal training and / or working experience (at supervisory or managerial level) in public administration, business management, health services management and public relations.
3. Academic background of Horticulture, Arboriculture or related studies; or qualification of Arborist / Tree Assessor 
4. Good communication, interpersonal and organizational skills.
5. Outgoing, able to work under pressure and multi-tasking.
6. Responsible, self-motivated and able to work independently.
7. Willing to perform on-call duties / duties outside office hours in response to emergencies.
8. Willing to work in other hospitals in the HKEC.

2. This post is a time-limited post. Selected candidate will be offered either contract or fixed-term appointment for 1 – 2 years depending on his/her existing employment terms. The renewal / extension of appointment will be subject to service needs, availability of funding and job performance.
3. The selected candidate is required to work outside normal office hours, perform on-call duties, work shift and irregular hours, and attend duties during typhoon, black rainstorm warning and other emergencies.
