Job Description - Information Technology Manager

Information Technology Office

Salary:  HK$75,080 per month

Entry Requirements : Candidates should have –
(a) A Hong Kong degree in Computer Science or Computer Studies, or equivalent;
(b) Level 2 or above in Chinese Language and Level 3 or above in English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE) [see Note (1) and (2)], or equivalent;
(c) Valid certificate(s) of PRINCE2 Practitioner, Project Management Professional or Information Technology Infrastructure Library (ITIL) – Foundation Certificate in IT Service Management;
(d) At least 10 years’ post-qualification IT experience with at least 4 years of experience in project management;
(e) At least 6 years’ solid experience in conducting system development and implementation using at least 2 of the following technologies: (i) relational database and related development tools, (ii) Reporting tools, (iii) J2EE Application Server or .NET Platform, or (iv) Drupal, and IT security management;
(f) Experience in IT procurement, supervising external service providers and service contract administration is preferred;
(g) Strong problem solving and interpersonal skills; and excellent command of written English and good command of spoken English and Chinese.

Note
(1) For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth; ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(2) Candidates obtained Level 1 in the Use of Chinese (UC) paper and Level 1 in the Use of English (UE) paper of the Common Recruitment Examination (CRE) are deemed to have met the entry requirements (b).
(3) Candidates should obtain all the above-mentioned entry requirements on or before the closing date for application.

Duties : To lead and supervise a team of application support staff to provide support services for:
(1) administration and maintenance of application systems;
(2) provision of implementation services of enhancements and application revamp services; and
(3) preparation of funding applications for new projects

Terms of Appointment: Successful candidates will be appointed on non-civil service contract terms for 12 months.

Fringe Benefits An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period. Other benefits, where appropriate, will be granted in line with the Employment Ordinance.

Applications, together with copies of (a) transcripts and certificates in support of the relevant academic and professional qualifications; and (b) supporting evidences of Post-qualification working experience showing the position, employment commencement date and end date; submitted in person or by post should reach the contact address on or before 26 April 2024. The postmark date on the envelope will be regarded as the application submission date. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct recipient's address and return address are clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage.

Applications which are late, incomplete, not duly signed, submitted by fax or email, not made in the prescribed form, or without copy of supporting documents will NOT be considered.
