Position Summary

This incumbent will be Responsible for the establishment / implementation of the Procurement Policies and system for allowing Procurement Section to provide the best in class procurement services

Responsibilities

• Establish Procurement Policies and Procedure and ongoing review / update
• Support Procurement system setup and implementation also the ongoing system maintenance/ enhancement
• Support in deploying procurement strategies
• Provide trainings to all Procurement teammates and relevant business stakeholders
• Identity opportunities to improve and streamline the procurement processes for improving the operations efficiency; collaborate with other departments within the organization, such as finance and operations, to ensure that procurement activities are aligned with overall organizational goals
• Ensure compliance with relevant regulations and policies related to procurement, such as ethical sourcing and supplier diversity
• Monitor and analyze market trends to identify opportunities for cost savings and process improvements
• Contract management
• Prepare Management report and Procurement analysis and presentations on procurement activities for senior management
• Conduct annual supplier review
• Provide hands-on support on procurement project as assigned
• Comply with all applicable regulations, rules, codes, guidelines and standards set by regulators and the Bank, and carry out duties with high integrity; and adhere to all established risk control guidelines, procedures and measures to identify, assess, report, mitigate and monitor the risks involved in the day-to-day work

Requirements

• University graduate or above and/or holder of professional qualifications of procurement or supply chain management, and/or relevant disciplines.
• Minimum 10 years' relevant experiences in procurement or supply chain management is required (preferably in financial institutions, MNC or public bodies).
• Strong leadership, communication, and negotiation skills, as well as solid experience and knowledge in handling the tendering processes.
• Proven experience in implementing procurement policies and system for the organization.
• Excellent communication, interpersonal, presentation, analytical and problem solving skills.
• Knowledge in ERP system or Procurement system will be an advantage
• Able to perform under pressure and be resourceful in meeting tight schedules.
• Excellent command of both spoken and written English and Chinese
