Job Description - Officer, Facilities Management

Responsibilities

  • Execute all aspects of facilities management, building services, and leasing services, including day-to-day operation, ad-hoc/ emergency services, customer services, and insurance issues, etc.
  • Supervise a service team and various service providers/ contractors to execute daily operation, achieve the Key Performance Index (KPI), and maintain a smooth day-to-day operation in respect of property/ building management, tenancy-related matters, maintenance and repairing services, security, cleaning, housekeeping, pest control, landscaping services, festive decoration works, etc.
  • Inspect and review the performance and services quality of various service providers/ contractors in order to up-keep the good quality of services and improve work efficiency.
  • Assist to set up, review and update departmental policy, standard procedures & forms, guidelines, operation plan, contingency plan and ISO9001 documents. Ensure proper execution of company and departmental policies, standard procedures, and guidelines, etc.
  • Assist to prepare annual plan, budget, annual/ half-yearly/ quarterly/ monthly performance reports, meeting notes/ minutes of meeting, traffic report, and other ad-hoc reports.
  • Assist to prepare feasibility study, proposal, and implementation plan. Implement the sustainability initiatives, alteration and improvement works, innovative solutions, and special projects in order to cope with the operation needs.
  • Assist to execute procurement processes, monitor work progress and service quality, carry out inspections, perform budget and cost controls, assess work done and certify payment, and ensure the services compiled with relevant requirements. Ensure goods and service procurement exercises being carried out in a transparent, fair and open way.
  • Attend and resolve emergency incidents and operations issues (e.g. service suspension, system fault, property damages and personal injury cases, etc.). Assist to prepare investigation/ incident reports, and undertake preventive and corrective measures.
  • Handle customer feedback cases (e.g. complaint and inquiry), and prepare customer feedback log. Assist to perform investigation/ fact check/ case review, prepare incident reports, and issue reply to tenants/ hirers/ guests/ users.
  • Prepare and execute environmental initiatives, including application, preparation of records/ reports, and certification works for waste reduction, recycling, carbon neutrality/ reduction, and energy saving, etc.
  • Conduct regular training and coaching to subordinates & front-line staff.
  • Work closely with internal parties (e.g. inter-departments). Assist to liaise external parties, including, consultants, contractors, utility companies, Government bodies, customers, and end-users, etc. 
  • Perform coordination and support services. Assist to handle and resolve tenancy-related matters (e.g. shop/ office handover & inspection services, and tenant’s fitting-out works, etc.), and build long-term relationship with tenants and other stakeholders.
  • Prepare necessary documents and keep proper documentation of records and reports, etc.

Requirements

  • Certificate or above in Property Management, Estate Management, Housing Management or related discipline;
  • 1-2 years' working experience in facilities management and leasing services;
  • Holder of PMP (Tier 2) Licence is preferable;
  • Proficiency in Microsoft Office applications;
  • Good command of written and spoken English, Putonghua and Cantonese;
  • Detailed minded, well-organised and able to meet tight timeline;
  • Candidate with less experience will also be considered as junior position
