Job Description - Corporate Services Officer

Main Purpose of Job:

This is a unique entry-level opportunity to support staff and operations as a Protocol and Human Resources (HR) Administrative Support Officer at the British Consulate-General (BCG) in Hong Kong.

The core focus of this role is Protocol and HR however the jobholder will also have the opportunity to provide administrative support across other portfolios in the Corporate Services Team (CST).

The CST is a small but dedicated team of 8 officers who provide corporate services (finance, procurement, human resources, protocol, IT) to circa. 100 staff in the BCG. The jobholder reports to the Corporate Services Manager (HR) and plays a key role in managing protocol and logistics activity as well as providing support on human resources, learning & development (L&D) and procurement.

We are looking for a highly motivated individual with strong interpersonal skills, a can-do attitude, and great attention to detail. Candidates with some Protocol/ HR administrative experience and/or relevant HR qualifications would be desirable, but fresh graduates with transferable internship experience are also encouraged to apply.

What the Jobholder will be Expected to Achieve:

Protocol & Logistics (40%)

  • First point of contact for UK based diplomatic staff and their families arriving / departing Hong Kong. Provide clear, up-to-date guidance and logistical support, including on, but not limited to: visas, passports, accreditation, freight, vehicles and applications for exemption of rates. Draft and issue any correspondence and official documentation required to support these processes.
  • Work alongside the Corporate Services Manager (HR) to develop and maintain strong relationships with the local authorities in Hong Kong and Macao. Circulate clear, timely internal updates on key developments.
  • Work closely with the Community Liaison Officer (CLO) in the BCG to produce Post Reports, conduct pre-arrival briefings, and update the Welcome Pack for new diplomatic staff.

Human Resources and Learning & Development (30%)

  • Provide clear guidance to new staff and hiring managers on arrival and departure policies and procedures. Lead on administration and prepare HR related paperwork.
  • Work closely with the Corporate Services Manager (HR) to consistently seek feedback on, and implement improvements to, the BCG induction process.
  • Work collaboratively with the L&D Committee and the Foreign Commonwealth Development Office (FCDO) International Academy to improve the BCG L&D offer.

Procurement (10%)

  • Back-up procurement officer in CST. Manage the invoicing and payment of various BCG accounts, ensuring compliance with FCDO procurement processes.

Other Corporate Services Responsibilities (20%)

  • Language Officer – build language capability within the BCG by identifying providers, promoting opportunities, facilitating applications and managing payments.
  • Contribute to wider activities in the BCG through active involvement in a range of staff / corporate committees.
  • Administrative support and project work – take on additional ad hoc tasks and support new initiatives as required; provide cross-team resilience and help cover gapped positions in CST.

Essential qualifications, skills and experience:

  • Excellent interpersonal and communications skills to enable effective collaboration with a wide range of internal and external stakeholders
  • Strong organisational skills, attention to detail and a positive can-do attitude. Proven track record of taking responsibility, using initiative, demonstrating sound judgement, and working independently
  • Able to prioritize effectively when managing conflicting priorities and competing demands
  • Strong ability and desire to develop new skills and knowledge

Language Requirements:

  • Fluent in spoken and written English

Desirable qualifications, skills and experience

  • Broad knowledge of, or demonstrable interest in, corporate services work
  • Spoken Cantonese and Mandarin would be a significant advantage in this role
