Job Description - Vice President (Advanced Manufacturing and New Energy Technology)

Office for Attracting Strategic Enterprises

Salary: $90,540 per month

Entry Requirements: Candidates should have:-
(a) minimum eight years of relevant full-time work experience in the advanced manufacturing and/or new/green energy technology sector, preferably in managerial role;
(b) previous work experience in investment promotion, account management, business development, marketing and project management in the advanced manufacturing and/or new/green energy technology or public sectors would be an advantage;
(c) a Bachelor’s degree or equivalent, more advanced degree(s) and/or professional qualification(s) would be an advantage;
(d) excellent track record of generating leads and capable of managing relationship with ecosystem stakeholders, such as technology parks, universities, research institutions, innovation and co-creation labs, industrial organisations, investor groups, corporates etc.;
(e) extensive knowledge and experience in engaging in the innovation and technology industry in Hong Kong and/or globally, where prior work experience gained in the advanced manufacturing and/or new/green energy technology sector related fields would be preferable;
(f) proven record of performance in client-facing activities with strong marketing and business development skills; and
(g) a strong command of written and spoken English and written Chinese and spoken Putonghua.

Duties : The Vice President (Advanced Manufacturing and New Energy Technology) is mainly responsible for –
(a) Assisting Senior Vice President in identifying and consolidating a list of strategic companies from the advanced manufacturing and new/green energy technology sector with high potential of setting up or expanding their operation in Hong Kong;
(b) Liaising with the target companies and supporting Senior Vice President in drafting the tailor-made packages of incentives offered to strategic enterprises;
(c) Supporting Senior Vice President in negotiating with target enterprises on setting up/ expanding their operation in Hong Kong;
(d) Liaising with relevant bureaux/ departments/ statutory bodies to facilitate target companies’ business set-up/ expansion plan;
(e) Working with Office for Attracting Strategic Enterprises’ overseas networks, relevant Government bureaux and departments, industry stakeholders and other public organisations (including Hong Kong Science and Technology Park, Cyberport, Hong Kong-Shenzhen Innovation and Technology Park, universities and research institutions) to coordinate investment promotion and marketing activities to attract and retain companies in the innovation and technology sector with a focus on advanced manufacturing and new/green energy technology from overseas and the Mainland;
(f) Monitoring the implementation and reporting progress of all strategic enterprise cases; and
(g) Performing any other duties as required.

Terms of Appointment : The successful candidate will be employed on non-civil service contract terms for a period of 24 months.

Fringe Benefits A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.

The benefits in respect of rest days, statutory holidays, general holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

Mail items bearing insufficient postage will not be delivered to this Office and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage;

(b) by hand to the application drop-in box of Administration Wing located at the Staff Entrance, 2/F., East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, with the envelope clearly marked “Application for the position of Vice President (Advanced Manufacturing and New Energy Technology)”. The drop-in box is available from 8:00 a.m. to 7:00 p.m. from Monday to Friday (except public holidays) and up till 5:00 p.m. on the closing date of application; or

(c) through on-line facilities on the Civil Service Bureau homepage at Candidates who applied online should submit copies of supporting documents not later than one week after the close of application to the contact address and the online application number should be quoted on the envelope and the copies of all supporting documents.

When submitting the application, the candidate is required to provide the following documents - (a) a letter briefly stating why he or she is considered suitable for this position; (b) a full curriculum vitae including (i) details of bachelor or post-graduate degree (e.g. major subject, class and division of honours) & (ii) employment records with detailed description of duties; (c) copies of all relevant certificates and academic transcripts of studies; & (d) copies of employment proof. Applications which are incomplete, late or submitted by fax or email, or not made in the prescribed form, or without the required supporting documents will not be considered.

Candidates who are selected for interview will normally receive an invitation in about eight weeks from the closing date of application. Those who are not invited for interview may assume that their applications are unsuccessful.

General Notes:
