English is the language used in teaching, research and administration.The RoleYou’ll join a dynamic HR team to build the Centre of Excellence (COE) which requires expertise in defining the strategic priorities as well as passion around hands-on execution of projects and programs. You will build, lead and mentor the multi-function COE team, formulate and launch programs and initiatives, and enable the overall HR team transformation. Key responsibilities include:Overseeing the HR COE team including Talent Acquisition, Talent Management, Learning & Development and Compensation & Benefit.Build and lead the COE team to plan, develop and facilitate the implementation of long-term HR initiatives that align with our strategic priorities, including but not limited to: Design and lead the implementation of workforce planning, organizational development and change management; Design, develop and implement an integrated talent management strategy that incorporates the entire leadership development lifecycle: leadership and executive development, succession planning, career development and performance management; Develop and implement the University's recruitment strategy, operations, and systems across departments; Review and revamp the compensation and benefit policies, develop annual compensation review guidelines and manage various benefit schemes; Develop key HR functional frameworks, tools and templates to enable HRBP in the successful delivery of HR initiatives with client groups; Lead the capability building initiatives for HR team, including HR competency model design and HR skill training. Serve as a member of the HR leadership team, assuming responsibility for leading, evaluating, mentoring and supporting HR team to ensure daily HR operations are handled timely and appropriately.The CandidateThe successful candidate will be a seasoned and strategic HR leader. Desired attributes include: Bachelor’s degree or above, preferably in human resources, business, organizational development, industrial relations or other related disciplines;15+ years in overall HR management experiences; specialized expertise in HR transformation, organizational development, change management or talent management is preferred; 10+ years of people management experiences in sizable organizations;Desire to cultivate a best-in-class COE function for a forward-thinking and mission-driven organization with a commitment to continuous improvement.Strong people manager capabilities, with proven track records of leading a sizeable HR team. A strong strategic and analytical mind, with the ability to leverage data and insights to drive decision-making; Proven track records of successfully designing and implementing HR programs and initiatives in a complex organization.Demonstrated success at cultivating strong relationships with internal and external stakeholders and creating partnerships at all levels within the organization to achieve results. The post is a full-time appointment, normally for an initial term of 2 years, and renewable subject to mutual agreement.
